Seanad: Corporate Manslaughter (No. 2) Bill 2016: Second Stage (26 Oct 2016)

Lorraine Clifford Lee: I welcome the Tánaiste to the House. I commend my colleague, Senator Daly, on all the work he has done to date on the Bill. As Senator Daly has outlined, the Law Reform Commission report on corporate killing in October 2005 recognised that current legislation was deficient and recommended that the new offence of corporate manslaughter be created. The commission opinion was that...

Seanad: Transport, Tourism and Sport: Statements (16 Nov 2016)

Lorraine Clifford Lee: It will not be any surprise to the Minister that I wish to address the issue of the development of the northern runway at Dublin Airport. I am one of the 50,000 residents whom the development will impact so it is an issue close to my own heart. He said he was encouraging the DAA to continue to engage with local communities. As he knows from several meetings that I and other public...

Seanad: Micro-plastic and Micro-bead Pollution Prevention Bill 2016: Second Stage (23 Nov 2016)

Lorraine Clifford Lee: Many Senators read things.

Seanad: Address to Seanad Éireann by Ms Nicola Sturgeon (29 Nov 2016)

Lorraine Clifford Lee: I thank the First Minister for her excellent and very informative address. It is fitting she is addressing the House in this special centenary year. The nationalism she espouses is very similar to the nationalism espoused by the men and women of 1916. It has nothing to do with the nationalism we have seen in recent years, which has been sullied by xenophobia and exclusion. My question is...

Seanad: Criminal Justice (Suspended Sentences of Imprisonment) Bill 2016: Committee and Remaining Stages (30 Nov 2016)

Lorraine Clifford Lee: I thank the Minister of State for attending the House. Fianna Fáil is happy to support the Bill. As a practising lawyer, I welcome that it will come into effect. It will help all involved in the criminal justice system. I will briefly meander, if the Cathaoirleach will allow, and echo the sentiments expressed by Senator Conway on the direct provision system. I will raise this matter...

Seanad: Registration of Wills Bill 2016: Second Stage (14 Dec 2016)

Lorraine Clifford Lee: I support Senator Leyden's proposal. I commend him on his persistence with this matter which has spanned 11 years and demonstrates his diligence on the topic. I am a practising solicitor and I can see the many merits contained in the Bill. I would encourage people to make a will. As Senator Leyden outlined, 70% of people in this country do not make a will. That is a very serious...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Irish Water and Commission for Energy Regulation (12 Jan 2017)

Lorraine Clifford Lee: I will keep this very brief. The commission proposed that water be funded through general taxation and that each household be given an average allowance determined by the regulator. Dr. McGowan has said the CER will consult the public before the allowance and the penalties for excessive usage are decided upon. Does the CER have a timeframe for that public consultation?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Irish Water and Commission for Energy Regulation (12 Jan 2017)

Lorraine Clifford Lee: Does Dr. McGowan have any timetable for the commencement of this?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Irish Water and Commission for Energy Regulation (12 Jan 2017)

Lorraine Clifford Lee: After the Oireachtas has made a decision on the basis of the committee's report, the CER could undertake a project which could take up to 12 months.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Department of Housing, Planning, Community and Local Government, and Department of Finance (18 Jan 2017)

Lorraine Clifford Lee: The domestic metering contract was awarded in 2013 and had an objective of installing more than a million domestic meters over a three-year programme. It had a budget of €614 million, including VAT. There is going to be an underspend of around €148 million on that because the full level of water metering cannot be undertaken due to a number of reasons. The re-profiling of...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Department of Housing, Planning, Community and Local Government, and Department of Finance (18 Jan 2017)

Lorraine Clifford Lee: Has the decision already been made on that?

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Discussion with Chairman Designate (18 Jan 2017)

Lorraine Clifford Lee: I thank Mr. O'Leary for attending and I wish him the best of luck during his tenure at the Legal Aid Board. I have three questions. First, Mr. O'Leary referred to the Abhaile scheme. The Legal Aid Board is responsible for three component parts of the scheme. How many practitioners have signed up for the scheme and what is the geographical spread of the practitioners? My second question...

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Discussion with Chairman Designate (18 Jan 2017)

Lorraine Clifford Lee: I will come back in briefly on that point. I was actually more interested in the use of the private practitioner scheme in dealing with Circuit Court matters, including divorce and judicial separation. With regard to the waiver scheme, will Mr. O'Leary come back with some figures and percentages for the numbers of waivers issued?

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Discussion with Chairman Designate (18 Jan 2017)

Lorraine Clifford Lee: Are new practitioners being accepted into the scheme?

Seanad: Adoption (Amendment) Bill 2016: Second Stage (24 Jan 2017)

Lorraine Clifford Lee: I welcome the Minister to the House and thank her for her comprehensive explanation of the Bill's provisions. Fianna Fáil welcomes the Bill, as it gives legislative effect to Article 42A, which was inserted in the Constitution by the children's rights referendum. Fianna Fáil supported that referendum and I engaged in a great deal of door-to-door canvassing on it. As such, I am...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Department of Housing, Planning, Community and Local Government and Mr. Séamas Ó Tuathail, SC (25 Jan 2017)

Lorraine Clifford Lee: I will keep my questions as brief as possible. I thank our guests for attending. I have three questions for an tUasal Ó Tuathail. Will group water schemes subsidised by the State be affected by any constitutional change? Will the constitutional shift place any additional pressure on them to be taken over by Irish Water? Are there international examples of explicit constitutional...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Department of Housing, Planning, Community and Local Government and Mr. Séamas Ó Tuathail, SC (25 Jan 2017)

Lorraine Clifford Lee: Would it increase a bit or would it be capped at €20 million?
