Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: That is fine. I wanted to clarify that in light of other questions that have been put.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: On the ICT and the single unique identifier for children, would it be true to say this is a template for the future for adult healthcare? Are we trying to get it right with the children's identifier first or are both happening in tandem in the Department?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: Again, I would not like the wrong message to go out from the committee on the 63% increase in design costs. My understanding from what Mr. Devine said is that the increase was to get more design because it precedes the GMP and the detailed drawings for where the plugs and cables go. It is not really the case that it was a pure increase but the costs increased by 63% to get more design....

Kate O'Connell: -----for the outcomes for children. The importance of having the right pipe attached to the right gas line, for example, is crucial.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: On dealing with the period between now and when we have the new hospital, I welcome the reduction in the fee for the urgent care centres, which has gone from €100 to €75 to make the service more affordable. We need to focus on expanding the services at Connolly Hospital in the short-term because the reality is that if we have some kind of serious outbreak in the coming months...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: With respect, does the Chairman have any suggestion as to what capital budget it should come from? Where would he expect it to come from if not from health?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: Will the electronic health record contain any genetic data relating to children? I ask this because of how powerful that the genetic data of a population would be to a corporate entity. Do we have sufficient protections for our genetic data?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: Either Mr. Barry or Mr. Gunning stated that there might be claims in addition to the €1.433 billion for items they thought were not included. Have they had a meeting on what these might be? I am thinking that it might relate to ground works or whatever. This would lead to an argument between the quantity surveyors on both sides. Has the NPHDB looked into what these potential big...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: We have discussed that. Mr. Barry believes it is 50% of the claims.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: Mr. Barry also said it was of those that had been submitted.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: Yes.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Kate O'Connell: Good. I thank Mr. Barry.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Kate O'Connell: In 2008, the 304 sites for primary care were allocated. Is it correct they were decided in 2004? Mr. Reid or another official will know the answer. Perhaps it is Mr. Dean Sullivan's area. Is it correct that the total quantity of sites was allocated in 2008?

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Kate O'Connell: From reading documents last night, a number of them were deemed to be in existence already. I cannot remember the exact number. In 2012, centres were prioritised based on demographics, need, etc. Is Mr. Reid telling us today that no review has been done since 2012? Is there still need in those areas? My concern is that a pathway was carved out seven to ten years ago and the position has...

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Kate O'Connell: It has totally changed.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Kate O'Connell: It could not be guaranteed that the 77 that are in train are the optimum way of doing this because the model has not been reviewed. Mr. Reid stated that there are 127 already plus 77 on the way, which will be delivered in a certain period of time but that cannot be guaranteed, because not one has ever reviewed it, if they are what is needed in this new era.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Kate O'Connell: What if this is the wrong model? I am not saying it is, but how do we know it is not the wrong model if it has never been reviewed it and we are on this pathway? What happens if we end up with 204 of the wrong thing?

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Kate O'Connell: I do not believe we have ever defined what a primary care centre is. I am reading the notes. We do not have a definition for what is needed in the mix.
