Michael Harty: If a physiotherapist who has been on a panel for three years decides to take up a job in a private hospital, she can get a job in the morning given that she has the qualifications, etc. The private system operates in a completely different way from the public system in its recruitment processes. Does the public system's bureaucracy create barriers?
