Anne Rabbitte: I thank Deputy O'Dea for sharing time. I also thank the Minister for his presentation, which I appreciated. I thank the two civil servants sitting here tonight. I will focus on Tús, the rural social scheme, community employment schemes and Intreo offices. East Galway, where I live, is very different to Dublin because people could not have it harder when it comes to Pathways to...

Questions on Proposed Legislation (28 Jun 2016)

Anne Rabbitte: The Tánaiste said earlier that 18 Leader programmes were announced. Regrettably, in east Galway, the Galway Rural Development Company, GRD, was unsuccessful, while FORUM Connemara was successful in applying for new Leader funding. What will happen to existing up and running community projects which have failed to access funding under the new Leader programme?

Topical Issue Debate: Hospital Staff Recruitment (28 Jun 2016)

Anne Rabbitte: I do not need notes to talk about the deficiencies in paediatric diabetes services in County Galway because I have been harping on about this issue since I came into the House at the beginning of April. I am pleased that I will receive a reply from the Minister of State at the Department of Health, Deputy Marcella Corcoran Kennedy, today. Given that six months have passed since the launch...

Topical Issue Debate: Hospital Staff Recruitment (28 Jun 2016)

Anne Rabbitte: While I accept the Minister of State’s reply, regrettably the frustration for the parents and the families in question is that the post, which was advertised, has not been filled. Whatever way we look at it, it looks like it will not be filled until March 2017. When I said I would raise the issue on behalf of the parents, their only ask of me was if there was any way the post could...

Water Services (Amendment) Bill 2016: Second Stage (Resumed) (28 Jun 2016)

Anne Rabbitte: I am pleased to have an opportunity to speak to the Water Services (Amendment) Bill 2016. Like my Fianna Fáil colleagues, I support the Bill. I will not discuss the various legal clarifications that are outstanding at this time. As a result of the Bill which reflects the first part of Fianna Fáil's agreement to facilitate a minority Government, water charges will be suspended...

Energy Bill 2016 [Seanad]: Second Stage (Resumed) (29 Jun 2016)

Anne Rabbitte: I wish the Minister, Deputy Naughten, all the best in his role. From having listened to the debate all afternoon, I do not know what sort of role he has been given. I noted the wishes of Deputy Eamon Ryan and those of my three colleagues in front of me, and now I am going to come with my bag of wishes.

Energy Bill 2016 [Seanad]: Second Stage (Resumed) (29 Jun 2016)

Anne Rabbitte: Absolutely. Needless to say, this Bill is very technical. I will not comment on the technicalities other than to echo Deputy Thomas Byrne’s point that the proposed name of the regulator is not the most user-friendly. If we are to do something for the consumer, perhaps we should consider a better one. When I read the Bill, I was struck by the concept of the Galway-Mayo...

Select Committee on Children and Youth Affairs: Estimates for Public Services 2016
Vote 40 - Children and Youth Affairs (Revised)
(29 Jun 2016)

Anne Rabbitte: I thank the Minister for her presentation. I will overlap slightly on what Deputy O'Sullivan already said. First, with regard to Oberstown, what is the position on staff training? Second, with regard to Tusla and social care workers, additional funding was allocated at the end of 2015-early 2016. How many staff have been recruited into social care work positions and are we still...

Select Committee on Children and Youth Affairs: Estimates for Public Services 2016
Vote 40 - Children and Youth Affairs (Revised)
(29 Jun 2016)

Anne Rabbitte: Programme B is quite detailed and covers a great deal. I have questions on the ECCE expansion scheme. Do we have enough funding to deliver it, as this is most important to the providers of the service? My understanding is that the second year of the ECCE programme is for 23 weeks as opposed to 38? Is that correct?

Select Committee on Children and Youth Affairs: Estimates for Public Services 2016
Vote 40 - Children and Youth Affairs (Revised)
(29 Jun 2016)

Anne Rabbitte: When the ECCE programme was introduced for the first time, the programme ran for 38 weeks. It was presented as a full-year programme that coincided with the school year. Is it the case that the ECCE expansion programme runs, technically speaking, for 23 weeks but that it can run for 33 or 38 weeks if the provider can facilitate it?

Select Committee on Children and Youth Affairs: Estimates for Public Services 2016
Vote 40 - Children and Youth Affairs (Revised)
(29 Jun 2016)

Anne Rabbitte: I have questions on the ABC and the other early intervention programmes. The ABC programme runs from 2013 to 2016. Is there a plan in place for the future of the programme? I would really appreciate it if the Minister would expand on that? I would also really appreciate it if she would comment on the position with regard to family resource centres.
