(29 Jan 2015)

Gabrielle McFadden: Are the same 50 people getting these allowances all the time? Would it be more cost-effective to regularise their pay rather than to give these allowances all the time?

(29 Jan 2015)

Gabrielle McFadden: Thank you, Ms. Fahy. I have a few questions for the Secretary General of the Department. He is to give us a report on the airstrips but I wish to ask a few questions about them. Was a feasibility study done before the money was spent on them? Where was this project instigated? Whose idea was it to have the airstrips, who initiated it?

Chapter 9 - Accounting for National Gallery of Ireland Expenditure
Financial Statements of the National Library 2012 and 2013
(29 Jan 2015)

Gabrielle McFadden: Was a feasibility study or a value for money audit done on it? To me, the idea of spending €9 million on something that is derelict is outrageous.

Public Accounts Committee: Vote 33 - Department of the Arts, Heritage and the Gaeltacht
Chapter 9 - Accounting for National Gallery of Ireland Expenditure
Financial Statements of the National Library 2012 and 2013
(29 Jan 2015)

Gabrielle McFadden: It is not that I do not recognise how beautiful the islands are and that we should promote them and invest in them but it seems that just because the money was there it had to be spent. If a private company was spending €9 million on a project it would carry out a feasibility study to make sure that it was worth spending the money. That €9 million was spent simply because it...

Chapter 9 - Accounting for National Gallery of Ireland Expenditure
Financial Statements of the National Library 2012 and 2013

Gabrielle McFadden: Therefore, we do not know what it costs to maintain the two derelict airstrips.

Written Answers — Department of Communications, Energy and Natural Resources: Broadband Service Provision (3 Feb 2015)

Gabrielle McFadden: 608. To ask the Minister for Communications, Energy and Natural Resources if he will provide, in tabular form, the number of areas in counties Longford and Westmeath that will require State intervention under the national broadband plan; if work has commenced in providing fibre broadband to these areas; the work that has been undertaken to date in these areas; when fibre broadband is...

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20 - Garda Síochána (Revised)
Vote 21 - Prisons (Revised)
Vote 22 - Courts Service (Revised)
Vote 23 - Property Registration Authority (Revised)
Vote 24 - Justice and Equality (Revised)
Vote 25 - Irish Human Rights and Equality Commission (Revised)
(4 Feb 2015)

Gabrielle McFadden: I do not know whether it is the advantage or disadvantage of being the last speaker, but most of the issues I wished to raise have already been discussed. On the issue of victims of crime, the Minister mentioned a helpline in her presentation. Will she elaborate on that? Some people who have attended my clinics feel strongly that people who perpetrate crimes get free legal aid, but...

Public Accounts Committee: Business of Committee (5 Feb 2015)

Gabrielle McFadden: I was not aware of the situation. One of the lines in the correspondence reads: "However, as mediation requires the agreement and full co-operation of all parties to a dispute". As the family in question has agreed to mediation, this means that the other party has not. It is not good enough that a State body would do such to a family, particularly under the circumstances. I support the...

Public Accounts Committee: Vote 25 - Department of the Environment, Community and Local Government
Chapter 6 - Land Aggregation Scheme
Chapter 7 - Matters Arising from Audit of Vote 25 - Environment, Community and Local Government in Relation to Water Services
(5 Feb 2015)

Gabrielle McFadden: I thank the Secretary General and his colleagues for coming in and giving of their time. To turn to the land purchase that was not suitable for development, we were told that it has been dealt with but I am not 100% clear about it. Some 25 sites that originally cost in or around €37 million were rejected by the Department for inclusion in the scheme because they were deemed to be...

Gabrielle McFadden: It is the responsibility of Mr. McCarthy's Department to make sure these issues are examined. For example, he said that some of the land may have been zoned at one time and is now dezoned. As far as I am aware, that would only have happened in 2014 when the directive came from the then Minister. At the time of the process of the county development plans in 2014, there was land dezoned but...

Gabrielle McFadden: Okay, but in a county development plan I presume an executive and a council would look at the land they have and it seems idiotic that one would landlock a piece of land one had such that one could not use it in a county development plan. Surely that is something the watchdog, the Department, should be doing, namely, watching that to stop that happening and rendering land like this unusable...

Gabrielle McFadden: I appreciate that.

Gabrielle McFadden: Has the Department a say over what the different local authorities do? Has it any watchdog powers regarding what they do with this land, what land they zone or what land they buy and subsequently cannot use?
