Seanad: Early Child Care: Statements (13 May 2015)

Jillian van Turnhout: I start with a declaration of interest. I am chair of Early Childhood Ireland, but it is a governance role. The Minister is very welcome to the House to discuss this issue. I applaud him for the work he is doing in setting up an interdepartmental group on future investment in child care. It is very encouraging to see the Minister for Children and Youth Affairs taking ownership of and...

Seanad: Early Child Care: Statements (13 May 2015)

Jillian van Turnhout: I have read the plan and you are looking at tax credits.

Seanad: Early Child Care: Statements (13 May 2015)

Jillian van Turnhout: There are three points in it. There is the first year, tax credits and the second year. You want it all. I urge the Minister to look at investment and encourage investment, whether in the first, second or additional years. I am also concerned about the development of the sector. Who is working to identify the capital investment needs of the children and their families? The Department of...

Seanad: Legal Services Regulation Bill 2011: Second Stage (13 May 2015)

Jillian van Turnhout: I warmly welcome this Bill in principle, which is intended to deliver greater speed and transparency and easier access, as well as to tackle excessive legal fees. It represents the most comprehensive reform of our legal structures and legal services industry in the history of the State. We have a great responsibility as legislators to deliver this reform responsibly. I want to sound a loud...

Seanad: Cultural Institutions: Motion (13 May 2015)

Jillian van Turnhout: Yes. I will speak later on in the debate. I second the amendment.

Seanad: Cultural Institutions: Motion (13 May 2015)

Jillian van Turnhout: The Minister is very welcome. I am pleased we are having such a debate which affords us an opportunity to explore the issues in full. I very much welcome the update the Minister provided, in particular the update on the national cultural policy. I echo Senator Bacik’s question. I accept the Minister does not have an opportunity to respond to us today as she has had her speaking...

Seanad: Commencement Matters: Health Promotion (12 May 2015)

Jillian van Turnhout: I thank the Cathaoirleach and welcome to the Visitors' Gallery Ms Siobhán Creaton from the Royal College of Physicians of Ireland and Ms Suzanne Costello from Alcohol Action Ireland. The issue I have raised with the Minister for Education and Skills pertains to the role the drinks industry is trying to develop with regard to the education of children in Ireland. I will begin by...

Seanad: Commencement Matters: Health Promotion (12 May 2015)

Jillian van Turnhout: I thank the Minister of State and appreciate that he was not in a position to answer my questions but perhaps he will also relay these questions to the Minister. The drinkaware.iejob advertisement for education programme manager states: "To manage relationships with relevant stakeholders, including the Department of Education, the National Council for Curriculum and Assessment and the...

Seanad: Commencement Matters: Health Promotion (12 May 2015)

Jillian van Turnhout: I thank the Minister of State.

Seanad: Alcohol Consumption in Ireland: Statements (12 May 2015)

Jillian van Turnhout: I was happy to swap with my colleague Senator Rónán Mullen because I would not have wished him to feel he was being silenced by not being able to contribute to the debate on the forthcoming referendum. I welcome Ms Suzanne Costello from Alcohol Action Ireland, who is in the Visitors Gallery. I welcome the Minister for Health, Deputy Varadkar, to the Seanad and applaud him for what...

Seanad: Europe Day and European Commission Work Programme: Statements (7 May 2015)

Jillian van Turnhout: It is very important that we mark Europe Day on Saturday. The challenge for all of us will be whether we are willing to discuss Europe with those around us because we all have a responsibility and a role in that discussion. I thank the Leader, Senator Cummins, who has been very good at facilitating and encouraging us to get more involved and active on the issue of the EU and its importance...

Joint Oireachtas Committee on Health and Children: Child Care: Discussion (7 May 2015)

Jillian van Turnhout: I will make a declaration of interest, in that I am chair of Early Childhood Ireland. It is a governance role, but I wanted to say that in case someone did not know. I welcome everyone who presented to the committee. I was heartened to hear each of them highlighting the first year and the importance of parents and of the State providing them time to spend with their children. Senator...

Joint Oireachtas Committee on Health and Children: Child Care: Discussion (7 May 2015)

Jillian van Turnhout: It speaks to what Mr. O'Connor mentioned. Sweden ensures time for the mother. The last time I looked, three months had to be used by either parent, with it for the parents to decide how to divide those months between maternity and paternity leave. This affects employers because they must view women and men of a similar age in the same way.

Joint Oireachtas Committee on Health and Children: Child Care: Discussion (7 May 2015)

Jillian van Turnhout: There are many repercussions besides the principal one, which is the one we are all present to discuss, namely, benefiting the child. As such, I was heartened to hear the witnesses' certainty in this regard. There is a gender issue. Do we accept that someone who is qualified will be better off working in a chipper than looking after our children?

Joint Oireachtas Committee on Health and Children: Child Care: Discussion (7 May 2015)

Jillian van Turnhout: These are the figures that the witnesses presented to us. The people in question have degrees. We are encouraging people to become more qualified and we discuss the word "quality", yet we do not seem to recognise either. I do not know whether professionals having to go on the dole in the summer would be accepted in any other professional career. Why do we tolerate and accept this? The...

Jillian van Turnhout: I was talking about Garda vetting. That does not mean that parents do not want-----

Joint Oireachtas Committee on Health and Children: Child Care: Discussion (7 May 2015)

Jillian van Turnhout: There is no Garda vetting for au pairs.

Joint Oireachtas Committee on Health and Children: Child Protection Services in the Midlands: Tusla (7 May 2015)

Jillian van Turnhout: Mr. Jeyes is most welcome. I first wish to clarify that the joint committee has agreed to engage periodically with the Child and Family Agency, but this meeting does not count as part of that process because we are dealing with a specific issue.

Joint Oireachtas Committee on Health and Children: Child Protection Services in the Midlands: Tusla (7 May 2015)

Jillian van Turnhout: That is perfect because we are dealing with a specific issue.

Joint Oireachtas Committee on Health and Children: Child Protection Services in the Midlands: Tusla (7 May 2015)

Jillian van Turnhout: Last September we had a good engagement and it would be useful for committee members to receive an update on the progress made in reaching the milestone targets in the agreed priority areas. I am sure Mr. Jeyes has the information but committee members do not. In preparing for the meeting I was trying to put the matter in context. I had asked the Minister for Children and Youth Affairs a...
