Seanad: Jobs Initiative (14 Sep 2011)

Jillian van Turnhout: I thank the Minister for her presence. I put down this motion because I believe in internships. I realise there has been a good deal of criticism in the media in recent weeks about the programme but I believe in our having a national internship scheme. I am keen for the country to have an internship scheme because I have seen it implemented successfully throughout other European countries...

Seanad: Jobs Initiative (14 Sep 2011)

Jillian van Turnhout: I thank the Minister. I believe she understands I raised this issue in a constructive manner. The example she gives of the Fáilte Ireland guidelines is exactly what I am talking about. However, that sector only represents, as she said, a figure of only 1%. We need to give such guidance sector by sector, employer by employer and host organisation by host organisation. In raising this...

Seanad: Order of Business. (21 Sep 2011)

Jillian van Turnhout: My question to the Leader is in regard to No.15.6 on the Order Paper which deals with the missing children hotline. This motion, which I drafted with my colleagues Senators Mark Daly, Feargal Quinn and many others who put their names to it, has agreement across the House. Unfortunately, children are falling between the gap of the Minister for Justice and Equality and the Minister for...

Seanad: Reporting of Lobbying in Criminal Legal Cases Bill 2011: Second Stage (21 Sep 2011)

Jillian van Turnhout: I am sorry I could not be here earlier, but I wish to support this Bill. It is a welcome initiative and I commend Senator Crown on bringing it forward. Having followed the discussion, I agree that elements of the Bill should be examined on Committee Stage, particularly concerning communications with the Judiciary, the Garda Síochána and the Director of Public Prosecutions. The Bill's...

Seanad: Twenty-Ninth Amendment of the Constitution (Judges' Remuneration) Bill 2011: Second Stage (21 Sep 2011)

Jillian van Turnhout: I thank the Minister and I greatly appreciate the openness in his approach to his work. I will make a brief point on the national vetting bureau Bill, which was mentioned by Senator Bradford. I welcome the Minister giving us some holiday work and I welcome his office being so open with regard to the questions I have had on the Bill. I thank the Minister. To turn to the Bill before us, I...

Seanad: An Bille um an Tríochadú Leasú ar an mBunreacht (Fiosruithe Thithe an Oireachtais) 2011: An Dara Céim / Thirtieth Amendment of the Constitution (Houses of the Oireachtas Inquiries) Bill 2011: Second Stage (22 Sep 2011)

Jillian van Turnhout: I welcome the Minister, Deputy Howlin, and the Government's proposed amendment to the Constitution, which will give the Houses of the Oireachtas full inquiry jurisdiction and rectify the deficiencies identified by the Supreme Court in the Abbeylara judgment. While listening to Senator O'Brien, Sir Humphrey Appleby telling "Yes, Minister" that this is a courageous decision came to mind.

Jillian van Turnhout: I am sure the Senator did not mean it in the same spirit as Sir Humphrey Appleby. I worked in a previous capacity with the Minister and I am aware of his commitment to fairness and on this issue. In July, we had an opportunity to speak in this House on the Cloyne report, which right I fully exercised. I take this opportunity to reiterate my admiration for the work done by Judge Yvonne...

Jillian van Turnhout: So the text has been amended?

Seanad: An Bille um an Tríochadú Leasú ar an mBunreacht (Fiosruithe Thithe an Oireachtais) 2011: An Dara Céim / Thirtieth Amendment of the Constitution (Houses of the Oireachtas Inquiries) Bill 2011: Second Stage (22 Sep 2011)

Jillian van Turnhout: My apologies. I expected this legislation to be taken later today and had not obtained an amended copy as I was attending a committee meeting. I will reserve my comments in that regard to a later stage. I support what the Minister is trying to do. I will examine the amended text and come to it on Committee Stage. I support the purpose of the Bill.

Seanad: Order of Business (27 Sep 2011)

Jillian van Turnhout: The point I wish to raise concerns the aforementioned Amnesty International report by Dr. Carole Holohan, which was informed and reviewed by an independent advisory group and commissioned by Amnesty International, namely, In Plain Sight, Responding to the Ferns, Ryan, Murphy and Cloyne Reports. At 430 pages, the report is of considerable length and obviously will take Members time to...

Seanad: Address by President of the Irish Human Rights Commission (28 Sep 2011)

Jillian van Turnhout: I thank Dr. Manning for a very informative and enlightening address. I am strongly committed to the promotion and protection of human rights in Ireland, particularly children's rights. I note that today is the 19th anniversary of Ireland's ratification of the UN Convention on the Rights of the Child - I am calling it national children's day. I wish to focus on commending all the national...

Seanad: Sport: Statements (4 Oct 2011)

Jillian van Turnhout: I thank the Minister of State for his earlier intervention and for his replies. I think Senators would echo what he has said. I also thank him for his recognition of the European Year of the Volunteer, which is very important. My colleagues have shared their sporting achievements. My best sporting achievement is to be standing here beside Senator Coghlan. Standing in his glow is the...

Seanad: Statements on Finance (6 Oct 2011)

Jillian van Turnhout: I thank the Minister and welcome him to the House. I like the way he tells it the way it is but I do not always like what he tells us. He is in the midst of budget preparations and I would like to take this opportunity to remind him of child benefit payment. Child benefit is based on the principle of horizontal equity and is about income distribution from those without children to those...

Seanad: Statements on Finance (6 Oct 2011)

Jillian van Turnhout: Child poverty increased to 9% in 2009 from 6% in 2008 and is expected to increase again. Will the Minister pay particular attention to not reducing vital budgets such as child income supports and services for vulnerable children? Perhaps I will be able to speak more to the Minister about this on another opportunity.

Seanad: Order of Business. (11 Oct 2011)

Jillian van Turnhout: I raise the issue of the forthcoming referendums. The Referendum Commission has a website up and running but I am concerned that the campaign has just recently been launched. Having carried out informal surveys over the weekend, there seems to be very low public awareness that people must vote on two amendments to the Constitution on 27 October, in addition to the forthcoming presidential...

Seanad: Missing Children Hotline: Motion (12 Oct 2011)

Jillian van Turnhout: I thank the Minister for coming before the House and accepting the motion. I also thank her for the detailed statement. I wanted to hear that the hotline would go into operation without delay but I accept the Minister's integrity and the proposals laid before us.

Seanad: Human Trafficking and Prostitution: Motion (12 Oct 2011)

Jillian van Turnhout: I welcome the Minister of State. The impetus for this motion has been the tremendous work of the Turn Off the Red Light campaign to end prostitution and combat sex trafficking in Ireland. I commend the campaign on highlighting the intrinsic link between the demand for prostitution and the trafficking of women and girls to meet this demand. The majority of members of Turn Off the Red Light...

Seanad: Order of Business. (19 Oct 2011)

Jillian van Turnhout: I support Senator Whelan's call for a debate on media ownership. I welcome yesterday's publication by the HSE of a series of reports undertaken by the national review panel for serious incidents and child deaths. This report details the circumstances of child deaths and serious incidents involving children and young people. The first annual report of the national review panel was also...

Seanad: Business of Seanad (25 Oct 2011)

Jillian van Turnhout: Is that agreed? Agreed.

Seanad: Report of Interdepartmental Working Group on Mortgage Arrears: Statements (25 Oct 2011)

Jillian van Turnhout: We will now hear statements on the report of the interdepartmental working group on mortgage arrears. Following the statement of the Minister of State at the Department of Public Expenditure and Reform, Deputy Brian Hayes, each Senator will have five minutes to speak. This time limit will be strictly adhered to, as many Members wish to speak. The Minister of State will be called on not...
