Seanad: Pre-Budget Outlook: Statements (30 Sep 2015)

Kathryn Reilly: I welcome this afternoon's debate and I will try to be brief with my comments. I have a great deal to get through. Speaking about recovery would seem like crazy talk to many people, given the struggle everyday life remains for working families, those looking for a job or those who may be caring for others, as was discussed earlier. We in Sinn Féin are under no illusion: recovery is...

Seanad: Pre-Budget Outlook: Statements (30 Sep 2015)

Kathryn Reilly: I feel privileged that I am the only person being talked over here this afternoon. The argument about savings is redundant following EUROSTAT's comprehensive destruction of the attempt by the Government to have Irish Water counted off the books. The abolition of water charges is not only fair but also achievable and affordable. The Sinn Féin vision for a fairer tax system will mean...

Seanad: Order of Business (24 Sep 2015)

Kathryn Reilly: Yesterday on the Order of Business, and indeed this morning, we heard about the €30 million of rural funding that was announced. I know the Leader was asked yesterday to have a debate on rural Ireland and this issue. The package that was announced by the Minister for the Environment, Community and Local Government, Deputy Alan Kelly, and the Minister of State, Deputy Ann Phelan, at...

Seanad: Environment (Miscellaneous Provisions) Bill 2014: Committee Stage (16 Jul 2015)

Kathryn Reilly: I move amendment No. 5: In page 55, to delete lines 13 to 26.We oppose this section and do not believe the so-called conservation grant is anything other than a concession forced from the Government by opposition to water charges and Irish Water. The proposed database is simply another means to force consumers to register in order to be billed.

Seanad: Urban Regeneration and Housing Bill 2015: Second Stage (Resumed) (14 Jul 2015)

Kathryn Reilly: I welcome the Minister of State to the House. I will try to race through my script. I have a lot to say in the time available to me. I want to mention something else at the end. When this Bill was first introduced, my party was opposed to its contents, particularly the changes being made to the existing Part V provisions. We were pleasantly surprised when it was decided to provide for a...

Seanad: Order of Business (9 Jul 2015)

Kathryn Reilly: Two weeks ago the Joint Committee on European Affairs launched a report, UK-EU future relationship: Implications for Ireland, which specifically looked at the implications for Ireland of Britain leaving the EU. At the time, this launch was mentioned in the House but I want to know when we might have a debate in the House and bring in the relevant Minister to discuss the report. I raise this...

Seanad: Teaching Council (Amendment) Bill 2015: Committee Stage (7 Jul 2015)

Kathryn Reilly: I move amendment No. 23: In page 15, line 21, after "constitutes" to insert "serious". This amendment was discussed at length in the other House. This provision is needed to ensure that only serious cases go to hearings. This principle was upheld in the Corbally judgment in the Supreme Court. The amendment seeks to insert only the word "serious" into the provision. If we err on the side...

Seanad: Teaching Council (Amendment) Bill 2015: Committee Stage (7 Jul 2015)

Kathryn Reilly: What exactly is the oath that is referenced in this amendment? Concerns have been raised with me about whether it will be a religious oath or one that would be broad and would cater for those of religious faith and none. What type of oath will teachers be required to take?

Seanad: Teaching Council (Amendment) Bill 2015: Committee Stage (7 Jul 2015)

Kathryn Reilly: I move amendment No. 58: In page 27, between lines 2 and 23, to insert the following: “Review of operation of Act 24. The Minister shall— (a) not later than 2 years after this section comes into operation, commence a review of the operation of this Act, and (b) not later than 12 months after its commencement, make a report to each House of the Oireachtas of the findings...

Seanad: Teaching Council (Amendment) Bill 2015: Committee Stage (7 Jul 2015)

Kathryn Reilly: No. Based on what the Minister has said, I will not press it.

Seanad: Commencement Matters: Special Education Needs Service Provision (2 Jul 2015)

Kathryn Reilly: I welcome the Minister of State to the House. This matter relates to the provision of a special needs assistant for a particular child who shall re-enter mainstream school in September. His parents are about to appeal the decision on the grounds that they do not believe the criteria of the Department of Education and Skills was met. The reality is that he requires, particularly in his...

Seanad: Commencement Matters: Special Education Needs Service Provision (2 Jul 2015)

Kathryn Reilly: I thank the Minister of State for his response. Time is of the essence. The family, in particular, the parents are trying to gather all of the documentation to lodge an appeal. They are afraid they will miss the deadline and, therefore, their son will not have supports for a year. Anything that can be done to make sure that the NCSE replies in a timely manner would be greatly appreciated.

Seanad: Growing Tourism to 2025: Statements (1 Jul 2015)

Kathryn Reilly: I welcome the Minister to the House. The tourism sector has been one of the successful elements of the Government's term in office.

Seanad: Growing Tourism to 2025: Statements (1 Jul 2015)

Kathryn Reilly: I know it is a shock that I have said something positive.

Seanad: Growing Tourism to 2025: Statements (1 Jul 2015)

Kathryn Reilly: Tourism supports local economies and businesses, so I will give credit where it is due. With initiatives such as The Gathering and the Wild Atlantic Way and a series of effective and imaginative ad campaigns, tourism numbers have seen a steady increase in the past number of years. I will not go into the figures as they have been gone over already this afternoon. That should be welcomed and...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2015: Committee and Remaining Stages (1 Jul 2015)

Kathryn Reilly: I move amendment No. 2: In page 13, between lines 28 and 29, to insert the following:“(12) A petroleum undertaking shall not use the method of flaring of gas. (13) A petroleum undertaking shall not use unconventional methods of gas exploration or extraction.”.The flaring of gas from petroleum rings has been banned in Norway for many years as it has been seen as a waste of...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2015: Committee and Remaining Stages (1 Jul 2015)

Kathryn Reilly: Yes, it is.

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2015: Committee and Remaining Stages (1 Jul 2015)

Kathryn Reilly: I move amendment No. 3: In page 14, between lines 5 and 6, to insert the following:“(6) Any activity referred to in subsection (5) where relevant activity was suspended shall be reported to the Commission.”.It is important that the commission is informed of any activity that resulted in work being suspended due to a potential danger. Not only would this allow the commission...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2015: Committee and Remaining Stages (1 Jul 2015)

Kathryn Reilly: Based on what the Minister of State said, it is not.

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2015: Committee and Remaining Stages (1 Jul 2015)

Kathryn Reilly: I move amendment No. 4: In page 14, between lines 24 and 25, to insert the following:“(10) The operator shall ensure that verifiably calibrated and tamper proof flow meter systems are used to accurately monitor the volume of petroleum extracted.”.There is a lot of confusion about the amount of oil and gas that lies off the coast of Ireland. These amendments were tabled because...
