Seanad: Finance Bill 2014: Committee Stage (10 Dec 2014)

Kathryn Reilly: I move recommendation No. 3: In page 11, between lines 18 and 19, to insert the following:"3. The Minister shall within 3 months of the passing of this Act prepare and lay before the Oireachtas an analysis of the tax changes in this Act, and the total of tax changes and spending adjustments of Budget 2015, setting out the continuing impact on people based on their gender, income, age, marital...

Seanad: Finance Bill 2014: Committee Stage (10 Dec 2014)

Kathryn Reilly: I move recommendation No. 1: In page 9, between lines 16 and 17, to insert the following:"2. The Minister shall, within one month of the passing of this Act, prepare and lay before the Oireachtas a report on options available for removing the USC liability for all workers earning less than €17,543 a year from the USC net.".The recommendation requires the Minister to lay before the...

Seanad: Finance Bill 2014: Second Stage (4 Dec 2014)

Kathryn Reilly: I welcome the Minister of State. I have some positive and negative comments to make in respect of the Bill. I will try to be brief.

Seanad: Finance Bill 2014: Second Stage (4 Dec 2014)

Kathryn Reilly: When many working people looked at the budget originally, they were of the view that what they were going to get back would be but a drop in the ocean in comparison to the extra charges and levies imposed on them in recent years and in light of the forthcoming water charges. People are not stupid and they know when they are being treated fairly or unfairly. Earlier, the Minister of State,...

Seanad: Homelessness: Statements (3 Dec 2014)

Kathryn Reilly: I, too, welcome the Minister of State, Deputy Coffey, to the House. I would also like to be associated with the expressions of sympathy to the family and friends of the late Jonathan Corrie. While the time allocated to the debate is welcome, it is tragic that it has taken the death of a citizen on our doorstep for it to be put on the agenda of both Houses this week. It is clear that the...

Seanad: Situation in Middle East and Ukraine: Statements (27 Nov 2014)

Kathryn Reilly: I will try to keep within the time limits and not go over things that have been mentioned by other Senators. We are at a critical juncture in the Middle East peace process with Palestine and Israel. As has been mentioned, Israel's continued settlement-building in the West Bank and East Jerusalem is putting the existence of a two-state solution at risk. The recent backing by the Israeli...

Seanad: Tourism Industry: Statements (26 Nov 2014)

Kathryn Reilly: I welcome the Minister to the House and will begin by being parochial because it is relevant to this discussion. Cavan town recently became a beacon for the Irish tourism industry and I hope it will experience a further boost in tourism because it scooped a prestigious European visitor award. Cavan town tied for first place as the best place for people with disabilities in the World...

Seanad: Report of the Committee on Procedure and Privileges on the Proposal for a Banking Inquiry: Motion (26 Nov 2014)

Kathryn Reilly: Much of what I had intended to say has been covered already by the other Senators. I welcome the establishment of the inquiry. The events it will examine have had major consequences and are still affecting citizens' everyday lives as well as political discourse in the State. I have some concern about the delay as the inquiry only began to take shape three years into the life of the...

Seanad: Adjournment Matters: Internet Blocking Systems (20 Nov 2014)

Kathryn Reilly: I ask the Minister of State to communicate this to the Minister for Justice and Equality. The Minister of State stated that as part of the new UPC blocking, the system gives contact information if the person wishes to complain that the content is incorrectly blocked. This goes back to a point I made. Any Internet blocking system should have a process whereby Internet users can challenge...

Seanad: Adjournment Matters: Internet Blocking Systems (20 Nov 2014)

Kathryn Reilly: I thank the Minister of State, Deputy Kevin Humphreys, for taking this matter on Internet blocking systems. Very often controlled filtering, or Internet blocking, lies outside the control of the public policy process. We have seen that Internet filtering policies have become more common where states cannot exercise their authority to reach criminals for prosecution or where Internet service...

Seanad: Horizon 2020: Statements (18 Nov 2014)

Kathryn Reilly: I welcome the Minister of State to the House. Some of my comments will be around the digital agenda for Europe as part of Horizon 2020. The European Commission figures suggest that the app-economy workforce will rise by 4.8 million by 2018 with revenues more than tripling to €63 billion. We also know around 90% of jobs by 2020 will require workers to have skills in information and...

Joint Oireachtas Committee on European Union Affairs: Activities and Priorities: Eurofound (18 Nov 2014)

Kathryn Reilly: I welcome the delegation from Eurofound. In the work I have done on youth unemployment and the Youth Guarantee, I have relied extensively on the research conducted by Eurofound. It is working on how the Youth Guarantee is implemented in member states. In Ireland, funding for the programme will be front-loaded for 2014 and 2015 but no evaluation of its effectiveness will take place until...

Joint Oireachtas Committee on European Union Affairs: EU Enlargement Strategy: Centre for European Policy Studies (13 Nov 2014)

Kathryn Reilly: I welcome Mr. Fouéré. In his recommendations, he mentions that the EU should ensure legislation should not be deemed to be adopted until funding is included for its implementation. The report mentions Macedonia and the commission on discrimination and states that the sorry list continues. Are there other notable examples in that regard? Are those Governments ticking the box by...

Joint Oireachtas Committee on European Union Affairs: General Affairs Council Meeting: Minister of State at the Department of Foreign Affairs and Trade (13 Nov 2014)

Kathryn Reilly: I welcome the Minister of State. I will ask two brief questions, the first of which is on the transatlantic trade and investment partnership which the Chairman and Deputy Kyne mentioned. How has the Government represented the concerns of civic society in the negotiations, especially about the inclusion of an investor-state dispute settlement, ISDS, mechanism? Deputy Byrne referred to the...

Seanad: Education (Miscellaneous Provisions) Bill 2014: Report Stage (12 Nov 2014)

Kathryn Reilly: No, it is not, in the light of what the Minister has just said. This is not the appropriate legislation and there are better ways to make the changes that we want to make. When the Bill is brought before the Dáil, my colleagues there will look at how they might best work with the Minister in making these changes.

Seanad: Education (Miscellaneous Provisions) Bill 2014: Report Stage (12 Nov 2014)

Kathryn Reilly: I will not press the amendment. This legislation will go before the other House and my colleague, Deputy Jonathan O'Brien, will deal with it. He will decide whether to table this amendment again in light of the legislation the Minister publishes.

Seanad: Education (Miscellaneous Provisions) Bill 2014: Report Stage (12 Nov 2014)

Kathryn Reilly: I have tabled amendment No. 24 . It was discussed on Committee Stage and the Minister addressed it but I will refresh the memories of Members of the House. The purpose of the amendment was to address anomalies in the grant system that see students assessed on their parents' incomes unless they are over 23 years of age. A student under 23 years of age will be assessed on his or her own...

Seanad: Education (Miscellaneous Provisions) Bill 2014: Report Stage (12 Nov 2014)

Kathryn Reilly: I move amendment No. 21: In page 9, between lines 16 and 17, to insert the following: “8. The Minister shall report to the Houses of the Oireachtas on an annual basis on the use and extent of voluntary contributions by schools with a view to phasing them out.”.These amendments were discussed on Committee Stage. Their purpose was to amend the current legislation in order that...

Seanad: Education (Miscellaneous Provisions) Bill 2014: Report Stage (12 Nov 2014)

Kathryn Reilly: I support the comments of other Senators. Having listened to the debate very carefully on Second and Committee Stages, we remain unconvinced of the merits of allowing an institution such as the RCSI which, it appears, has no trouble in attracting international students to apply for places, to qualify. If it looks, walks and quacks like a duck, it is a duck. This should be called the RCSI...

Seanad: Order of Business (11 Nov 2014)

Kathryn Reilly: I support the comments of Senators O'Brien and van Turnhout on the blocking of child abuse material. As Senator van Turnhout said, it is a crime scene. I would like the Minister for Justice and Equality to come before the House for a broader debate on Internet content regulation. Proposals were first made in 2011, and since the UPC proposals were issued last night and the memorandum of...
