Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: Much of this has been covered already but I will go over one area that was raised by Deputy Deasy. When Mr. O'Brien came into the job, was there any point in him making a telephone call to some of the people that he knew were there just to have a chat and see what was going on? I do not mean from the HSE or corporate side of things but just for himself. Was there not a part of him who...

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: Mr. O'Brien will meet the whistleblowers who were badly treated, involve himself and try to address their concerns. There is no issue with that meeting going on.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: Mr. O'Brien understands why there is such a high degree of scepticism surrounding all of this. At the heart of this, there is a real lack of accountability. At the end of the day, we are discussing the lives of two people whom I have not met and do not know. I am sure this is a very distressing time for their families, as I am sure it has been for many years and not just now. Some of my...

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: I do not think it is the populist thing to do. We are not looking to create a hero. We are trying to find the answers to all these questions. With due respect, we are not talking about something that happened in the past few years. This goes way back.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: There is a very good chance that this will be our last Committee of Public Accounts meeting. The odds of these members being around this table in this number again are probably low. Will Mr. O'Brien tell the committee what the next six to 12 months hold on this story? Will Mr. O'Brien be held accountable for his current actions, not for the actions of the past?

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: When it happens and we have the commission of inquiry, it will then fall to Mr. O'Brien to act. Mr. O'Brien referred to the corporate culture that he is trying to build up to; has he been able to fire anybody from the HSE?

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: I presume for behaviour a great deal less serious than this.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: In regard to this specific area, is Mr. O'Brien concerned that something similar happened elsewhere in the country?

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: Does that not raise a great deal of concern? In his opening statement, Mr. O'Brien mentioned a look-back at these cases. Surely this should be done on a country-wide basis, considering the people who are involved are extremely vulnerable. There has been no look-back country-wide.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: Will the HSE look to do that now?

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: Surely now is the time to do it.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: When will a decision be made on that?

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: If Mr. O'Brien considered what the whistleblowers have said up to now, there may be other whistleblowers out there saying to themselves that they will not come forward if those two staff feel this way about it. Let us not forget, we are talking about vulnerable persons.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

Paul Connaughton: I thank Mr. O'Brien.
