Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Committee Stage. (3 May 2006)

Cyprian Brady: What about the Senator's coalition partner, the Green Party?

Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Committee Stage. (3 May 2006)

Cyprian Brady: I agree with Senator Bannon in regard to the EPA and Dr. Kelly. The Oireachtas Joint Committee on the Environment and Local Government visited the EPA recently and we had a very fruitful meeting with the board. It has committed itself to going into communities, particularly where there are issues in regard to major developments which would affect the environment. It is also committed to...

Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Committee Stage. (3 May 2006)

Cyprian Brady: Congratulations.

Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Committee Stage. (3 May 2006)

Cyprian Brady: The Minister is making an important point as regards the clarity of language in particular. Judging by his previous amendments it is clear Senator Bannon is concerned about the precise use of language. We have all had experience, particularly at local authority level, of instances where officials have taken advantage of a lack of clarity in a particular section, be it on planning or any other...

Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Committee Stage. (3 May 2006)

Cyprian Brady: All of us can pick an example. I visited incinerators in different parts of Europe and I agree with the Senator on the health issue. We recently visited the headquarters of the Environmental Protection Agency and its officials point out that the health implications of incinerators are included in an environmental impact assessment. The agency assesses all issues, including traffic, sewerage,...

Seanad: Youth Affairs: Statements. (6 Apr 2006)

Cyprian Brady: I welcome the Minister of State, Deputy de Valera, to the House. I have had the pleasure of seeing how she interacts with young people at first hand. She has a particular talent for listening to them. We have heard much talk in this debate regarding the stereotyping of young people, and the report from the Equality Authority has been mentioned. Having gone through it, I found that one...

Seanad: Youth Affairs: Statements. (6 Apr 2006)

Cyprian Brady: I call Senator Finucane. The Senator has ten minutes.

Seanad: Social Welfare Law Reform and Pensions Bill 2006: Second Stage. (21 Mar 2006)

Cyprian Brady: I welcome the Minister to the House and the opportunity to speak on this particularly innovative Bill. We have heard the Minister outline the statistics on spending and the doubling of the social welfare budget in the past six years to €13.5 billion in 2006. However, the Minister recognised that the issue is not just about payments or money. To deal with this sensitive and complex area and...

Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Second Stage. (7 Mar 2006)

Cyprian Brady: I welcome the Minister of State, Deputy Noel Ahern, to the House and welcome the introduction of the Bill. Both before and since I came into the House, I have been struck by the number of times infrastructural improvements have been raised as an issue, whether when canvassing, here in the House or on television and radio programmes. Communities have cried out for improved infrastructure on...

Seanad: Planning and Development (Strategic Infrastructure) Bill 2006: Second Stage. (7 Mar 2006)

Cyprian Brady: That was because of objections.

Seanad: Public Order Offences: Statements. (2 Mar 2006)

Cyprian Brady: I wish to share my time with Senator Jim Walsh.

Seanad: Public Order Offences: Statements. (2 Mar 2006)

Cyprian Brady: I thank the Minister for his remarks, which show how the vast majority of people, particularly those in Dublin, feel after the events of last Saturday. I also wholeheartedly condemn the scenes we witnessed in O'Connell Street and throughout the city last weekend. The naked violence and hatred displayed by a very small and unrepresentative group brought shame on Dublin people. During the week,...

Seanad: Public Order Offences: Statements. (2 Mar 2006)

Cyprian Brady: The men I saw on O'Connell Street were adults and their accents were not those of Seán McDermott Street. The men with the earpieces and mobile phones were grown men. I look forward to the investigation and its results. It would be interesting to go through the names and addresses of those involved in the trouble. I know some of the gardaí who were injured on Saturday. I am aware of the...

Seanad: National Drugs Strategy: Statements. (1 Mar 2006)

Cyprian Brady: I welcome the Minister of State to the House and commend him and his Department on the obvious progress made regarding the misuse of drugs in Ireland. I cannot agree with Senator McHugh's last point about the lack of co-ordination. The previous Government was the first in the history of the State to have a social inclusion committee.

Seanad: National Drugs Strategy: Statements. (1 Mar 2006)

Cyprian Brady: This co-ordination is the key to the progress made so far. The drug strategy introduced in late 2001 was a very far-sighted initiative and has paid very significant dividends on the streets. Whatever about the input by people on drugs to the rioting last Saturday, it is not true that the vast majority of the rioters were from Dublin's north inner city, as certain commentators stated. The...

Seanad: National Drugs Strategy: Statements. (1 Mar 2006)

Cyprian Brady: I am discussing the issue. I am laying the foundation for what I am about to say, namely that we are making progress on drugs misuse. The Senator cannot just dismiss things for the sake of it. The drugs trade was estimated to be worth about €1 billion in this country last year. Some 300 kg of cocaine alone were seized last year. In 2004, 18 kg was seized. The consensus is that any drug...

Seanad: Local Authority Services: Motion. (22 Feb 2006)

Cyprian Brady: I welcome the opportunity to speak on the Progressive Democrats' motion, with which I fully agree. My local authority experience is with Dublin City Council, formerly Dublin Corporation. The investment that has taken place in recent years has made a great improvement in the council. The changes have been dramatic. I have seen at first hand the good interaction between the employees and the...

Seanad: Planning and Related Issues: Statements (Resumed). (15 Feb 2006)

Cyprian Brady: I welcome the Minister of State to the House. I am delighted to see that the Fine Gael press office is being kept busy but I would also like to outline a few facts, if I may.

Seanad: Planning and Related Issues: Statements (Resumed). (15 Feb 2006)

Cyprian Brady: Over 81,000 new housing units were built in this country last year and it is projected that there will be another 80,000 this year. Some 280,000 people are employed in the construction industry but if Fine Gael had its way those people would be out of a job. We are here to discuss planning, however, and with such unprecedented growth nobody is denying that such issues will arise. The planning...

Seanad: Appropriation Act 2005: Statements. (26 Jan 2006)

Cyprian Brady: I welcome the Minister of State to the House and thank the Minister for Finance for the clear and precise contribution he made earlier which presented a good overall picture of where we stand. The budgetary and financial position of this State, in particular that of the past ten years, did not happen by accident. We have progressed to our current position through foresight and courage....
