Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: Regarding the budget for the warmer homes scheme and the warmth and wellbeing pilot scheme, how much money has been allocated and how much has been spent? I am asking on account of complaints I received, in both April and June, over delays being experienced by contractors in having the work they carried out audited. It was taking up to 13 weeks. They had to wait even longer for payment....

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: What of these complaints? If the budget has not been spent, how are these delays in payments to contractors happening? We are talking about a skills shortage but contractors have taken people on because of these schemes and then find they are not getting paid, even under the terms the Department agreed with them and there are delays. Work is being put on hold.

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: Could Mr. Gannon answer because it is the SEAI that administers this?

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: Does that relate to the Department? Was there uncertainty around allocations as regards the Department?

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: Does the SEAI have to cut funds itself for the personnel who go out and audit the work carried out by contractors? Has SEAI reduced funding or personnel in its audit?

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: As I understand it, when the work is completed, somebody must audit it to sign off on it.

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Michelle Mulherin: Have resources been reduced in that regard, leading to delays in the work getting signed off on and, ultimately, contractors getting paid?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector and Climate Action Plan: Discussion (9 Jul 2019)

Michelle Mulherin: I welcome the Minister of State and his officials. Planting and afforestation are some of the measures we need to take for carbon sequestration as the Minister of State has set out and it is desirable. It is also desirable that we have species diversity in the forests and that the forests are in the right places. Based on the issue Deputy Martin Kenny and the Minister of State discussed...

Seanad: Climate Action Plan: Statements (4 Jul 2019)

Seanad: Climate Action Plan: Statements (4 Jul 2019)

Seanad: Climate Action Plan: Statements (4 Jul 2019)

Michelle Mulherin: The objective of EU countries, including Ireland, to net zero carbon by 2050 is noble and necessary. In that context I very much welcome the Government's climate action plan. It is a very important and serious document. I have heard the Minister at conferences and elsewhere and he is the first to say that this will not be easy because we are talking about a complete overhaul of our...

Seanad: Climate Action Plan: Statements (4 Jul 2019)

Michelle Mulherin: If we do not have some satisfactory evidence that climate commitments under the deal are deliverable, then we are wasting our time tying citizens of our country and the EU to the expense of implementing climate action policies.

Seanad: Citizens’ Assemblies Bill 2019: Order for Second Stage (4 Jul 2019)

Michelle Mulherin: I move that: "That Second Stage be taken now."

Seanad: An tOrd Gnó - Order of Business (3 Jul 2019)

Michelle Mulherin: I support the call made by a number of my colleagues to regularise the children of undocumented parents. A certain number of children fall into this category. It is an indictment of our system that these children's parents can be here for years without being given a proper status that would allow them to participate fully in society. We have to own up to that and, to face it, especially in...

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

Michelle Mulherin: Hear, hear.

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

Michelle Mulherin: I will be brief. I welcome this important debate. I would also like to have the Minister for Agriculture, Food and the Marine, Deputy Creed, in the House but I respect all that the Minister has had to say on this issue. Much of this debate has been pretty surreal or has oscillated between reality and unreality. Trade is really important. We are a small, open economy and we like to reward...

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

Michelle Mulherin: Will the Minister respond to my question on German cars? What type of cars are being sold into the South American market?

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

Michelle Mulherin: I presume and expect that it will be electric vehicles.

Seanad: An tOrd Gnó - Order of Business (2 Jul 2019)

Michelle Mulherin: I must also register my disgust with the Mercosur-EU trade deal. Farmers find it unbelievable. We need only look at the reports today of the surge in shares in Brazilian meat packers on the back of the announcement of this trade deal to know that they will ramp up production in South America and as people have pointed out, pull down rainforests and produce their beef in a less...

Seanad: An tOrd Gnó - Order of Business (2 Jul 2019)

Michelle Mulherin: The Oireachtas Joint Committee on Agriculture, Food and the Marine launched a report last week about the future of the beef industry in the context of Food Wise 2025. What was done last Friday has put a coach and four right through it. We need to go back to the drawing board and go through the whole thing. I ask that the Minister for Agriculture, Food and the Marine be brought in here so...
