By the end of this month or early in May I hope the three lanes will be open and the Sallins bypass will be open by...

How long does it take to get from a concept being put into a development plan to the delivery of the road?I acknowledge we need feasibility studies, route selections, tender documents and all of that. Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Small and Medium Businesses: Discussion (4 Apr 2019)

Anthony Lawlor: I am grateful to the Chair for the opportunity to contribute. I am not a member of this committee but I have a fierce interest in it. I also have a Bill going through the Seanad that passed Second Stage. There are questions about it but its purpose is to cap awards in the courts. I have done a fair bit of research. I think I might have been speaking with Mr. Cahalan regarding this. The...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Small and Medium Businesses: Discussion (4 Apr 2019)

Anthony Lawlor: Irrespective of what we do with the book of quantum, judges do not have to adhere to it. The issue is more about the awards judges are making. Did Mr. McMahon ever feel that we should name the judges who are making excessive awards above the norm for similar injuries? Should they be called out? If judges make excessive awards, it impacts on all of us who pay for insurance premiums.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Small and Medium Businesses: Discussion (4 Apr 2019)

Anthony Lawlor: Most of the claims are at the lower end of the book of quantum. More than 90% of claims going through PIAB are for less than €50,000 and they cause all the problems. There is a lack of consistency in the Judiciary in awards for similar claims. Some judges will award more and some will award less.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Small and Medium Businesses: Discussion (4 Apr 2019)

Anthony Lawlor: I have no problem and I have great respect for them. However, we need consistency. As a former referee in rugby, I understand the problem with adjudicating in games. I would prefer to see consistency. I reiterate that if awards are reduced, premiums will be reduced accordingly.

Anthony Lawlor: I, too, welcome the Minister to the House. What is the possibility of broadening the scope of the sentencing information and guidelines committee, and will some of the recommendations of the Personal Injuries Commission be taken on board? They could be taken on board by that committee, or another committee could be established under the judicial council to examine the recommendations of the...

Seanad: Civil Liability (Capping of General Damages Bill) 2019: Second Stage (28 Mar 2019)

Anthony Lawlor: I thank all the speakers who took part in this debate. It was very healthy. With regard to those who state my reasons for introducing this Bill are populist, insurance costs affect everyone, from young people trying to get insured for the first time to those who have been in business for many years.
