Áine Collins: I congratulate the Minister, Deputy Frances Fitzgerald, on her handling of this very sensitive issue. It has been recognised for years that a constitutional amendment was required to guarantee that children's interests are foremost when the State is dealing with their rights. I take this opportunity to thank Deputy Barry Cowen for his contribution. It is heartening to see a Government...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Beverage Exports: Discussion with Drinks Industry Group of Ireland (25 Sep 2012)

Áine Collins: I thank the gentlemen for attending. Has any research been done on how the problem of high alcohol consumption among our youth can be dealt with from the perspective of the drinks industry? A huge change has occurred in the past 15 years in that young people now drink at home or drink high volumes of spirits before they go out, as opposed to going out and enjoying a few beers as was the...

Fiscal Responsibility Bill 2012: Second Stage (Resumed) (10 Oct 2012)

Áine Collins: One of the main objectives of the Government since taking office has been to get a substantial deal on our banking debt. The enormous efforts made by the Taoiseach and the Minister for Finance to do this have been discussed several times in this House. Their efforts are often condemned by the Opposition, and yet the Taoiseach and the Minister continue to make progress. As soon as the...

Agriculture: Motion (Resumed) [Private Members] (10 Oct 2012)

Áine Collins: I welcome the opportunity to speak on the motion. During the period of the Celtic tiger, the focus on agriculture was put on the back burner. Neglect of our most valuable natural resource led to some disastrous decisions during this period, one of which was the ending of the sugar beet industry. I have heard my colleagues speak about the effect this had on Carlow and it also had a huge...

Written Answers — Department of Justice and Equality: Garda Reserve (11 Oct 2012)

Áine Collins: To ask the Minister for Justice and Equality in view of the fact that members of the Garda Reserve receive a P60 and the taxable allowance paid is recorded on a Revenue balancing statement as an income from the Department of Justice, if this means that Garda Reserve members are employees of the Department of Justice. [44003/12]

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: I welcome the fact that we are having a discussion on the proposals. As someone who operated as an auditor for many years the first point we should discuss is the role of the auditor. The role of the auditor is to report on a true and fair view of the set of accounts and also to identify any fraud if they discover it in the process of carrying out their audit. The role of the auditor is...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: I apologise for interrupting the Chair but there is such an assurance. If one believes the company has going concern issues, one must report that in the audit report. There are several different things one can do in the audit report.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: On the companies with limited guarantee, that is, the charities to which the Chairman referred, I thought different regulations were to be applied to them and that they would be exempt from audit after this year.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: There is nobody stopping them.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: From an auditing point of view, taking on any financial institution is hugely onerous. None of the small to medium-sized companies would even want to be in that market because of what is involved in carrying out audits. One would not want to do it.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: They would not want to do it because the risk would be too high. Even in the case of a credit union - we have all seen what happened in credit unions - one would see many medium-sized auditing firms carrying out such audits, but they are extremely onerous. Even as time passes, the big four are doing more because they have the expertise which is gathered in continuously carrying out audits...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals: COM (2011) 778 and COM (2011) 779 (16 Oct 2012)

Áine Collins: Window-dressing is a term that we use in auditing which basically involves propping up the accounts at the end of the year, which is exactly what happened at Anglo Irish Bank. Money was loaned by Irish Nationwide and Trustee Savings Bank to Anglo Irish Bank at the very end of the year, to prop up the balance sheet.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-US Economic Relations: Discussion with American Chamber of Commerce Ireland (16 Oct 2012)

Áine Collins: It is great to hear a positive story for a change. How can we attract greater foreign direct investment in Ireland and is there anything the Government can do to help? Can our guests offer advice on how we can develop entrepreneurship in Ireland?
