Seanad: Climate Action and Low Carbon Development Bill 2015: Report and Final Stages (25 Nov 2015)

Feargal Quinn: I second the amendment. The reason that this amendment is so easy to accept is because of the words "such as". It does not force the advisory council to act because as the amendment states, it should "consult with learned bodies such as" and then goes on to list them. It does not limit the consultations but it gives the council an opportunity to do that. It is worthy of acceptance.

Feargal Quinn: I second the amendment.

Seanad: Climate Action and Low Carbon Development Bill 2015: Report and Final Stages (25 Nov 2015)

Feargal Quinn: I second the amendment. The Bill provides that the functions of the advisory council shall be to advise and make recommendations to the Minister. It does not give the opportunity for the council to make recommendations to anybody else. The Oireachtas deserves to be able to avail of that expertise, which would greatly improve our ability to make decisions. Both amendments are worthy of support.

Seanad: Climate Action and Low Carbon Development Bill 2015: Report and Final Stages (25 Nov 2015)

Feargal Quinn: I second the amendment. It seems to make sense. This refers back to the same topic about which I spoke earlier, which is the question of speed, alacrity and getting things done quickly. I do not understand a delay of 30 days.

Feargal Quinn: I second the amendment.

Seanad: Climate Action and Low Carbon Development Bill 2015: Report and Final Stages (25 Nov 2015)

Feargal Quinn: I am happy to second the amendment. I am particularly alert to any change because of the problem of smoky chimneys. It would worry me if we were to have that problem. If this proposal would enable us to remove it, then I support it.

Seanad: Climate Action and Low Carbon Development Bill 2015: Report and Final Stages (25 Nov 2015)

Feargal Quinn: I second the amendment which I am happy to support. It seems that there will soon be an occasion when the Government will not accept an assessment of the Climate Change Advisory Council; if so, the reasons for this should be the matter of an open discussion. I support the amendment on that basis. On that basis the Government's reasons should be laid before both Houses within two months of...

Seanad: Order of Business (24 Nov 2015)

Feargal Quinn: I want to add my word in regard to Tony O'Reilly. I was at school at the same time as him and played rugby against him. I have a photograph at home, of which I am very proud, of the two of us running. We, in the Newbridge Dominicans, were playing the Jesuits. We cheated. We said a novena for bad weather - nine days prayer for bad weather - and the Lord listened to us and we got the worst...

Seanad: Order of Business (19 Nov 2015)

Feargal Quinn: I propose an amendment to the Order of Business, that No. 14 be taken before No. 1 to introduce the Gradam an Uachtaráin Bill. It would be worthwhile to have a debate on the film industry, which has earned €70 million in recent years. Ardmore and Ashford studios have had major success and Wicklow's position as the Hollywood of Ireland has been given a major boost by Wicklow...

Seanad: Gradam an Uachtaráin Bill 2015: First Stage (19 Nov 2015)

Feargal Quinn: I move:That leave be granted to introduce a Bill entitled an Act to facilitate the conferral by the State of an honour to be known as Gradam an Uachtaráin to recognise the exceptional achievements of its citizens and the outstanding contributions of others and to provide for related matters.

Seanad: Gradam an Uachtaráin Bill 2015: First Stage (19 Nov 2015)

Feargal Quinn: Next Tuesday.

Seanad: Order of Business (12 Nov 2015)

Feargal Quinn: For many years the students of Ireland have had the benefit of being able to avail of a J1 visa in the United States. I have just read that, from henceforth, a J1 visa will not be issued unless one has already secured a job before leaving Ireland. I am unsure as to from where this change has come or whether it only applies to Ireland, but it is obviously an American decision. Given the...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Credit Review Office Report: Discussion (10 Nov 2015)

Feargal Quinn: I welcome the witnesses.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Credit Review Office Report: Discussion (10 Nov 2015)

Feargal Quinn: I thank the delegation for all these explanations. There were two or three things that I did not understand. Will Mr. Trethowan explain the following: credit register, the credit bureau and credit scoring and why it will not be introduced for one, two or three years. What is happening in other countries with those same systems? Are we copying what others are doing or are we trying to do...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Credit Review Office Report: Discussion (10 Nov 2015)

Feargal Quinn: As it will not come until 2017, who actually does the work?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Credit Review Office Report: Discussion (10 Nov 2015)

Feargal Quinn: On the issue of crowd funding, does Mr. Trethowan have any experience of it?

Seanad: Order of Business (5 Nov 2015)

Feargal Quinn: I raise the matter of charging and sentencing in the criminal justice system. I am quite concerned about the practice of a charge of manslaughter continually being put when the evidence and circumstances suggest an offence of murder has taken place. I can understand how this happens as when the death sentence applied, a jury would have been loath to find somebody guilty of murder. It seems...
