Seanad: An tOrd Gnó - Order of Business (2 Jul 2019)

James Reilly: I wish to raise a matter of local and national importance. Early this morning I attended a detailed briefing at Dublin Airport with the Dublin Airport Authority, DAA. Dublin Airport, as Senators will know, is a key national asset that employs approximately 20,000 people in over 100 companies. For each of the 20,000 jobs another nine jobs have been created indirectly. In total, there are...

Seanad: An tOrd Gnó - Order of Business (2 Jul 2019)

James Reilly: The airport is key to tourism and foreign direct investment in Ireland. Recently Fingal County Council approved four master plans and is working on a fifth master plan that will bring 23,000 high-quality jobs to Swords and Fingal. Fingal and Ireland need Dublin Airport to work efficiently and deal with the upward trend in traffic there and facilitate these new jobs with many international...

Seanad: An tOrd Gnó - Order of Business (26 Jun 2019)

James Reilly: I support my colleague, Senator Conway, and remind people that the NCBI is in Buswell's. It does important work and needs our support. I support my colleague, Senator Paul Daly and reassure him that this does not just affect rural Ireland. Last Wednesday, I was in Malahide and the only available space for an electric car that I could find was occupied by a non-electric car. The same thing...

Seanad: Industrial Relations (Amendment) Bill 2018: Committee and Remaining Stages (26 Jun 2019)

James Reilly: I, too, commiserated with the Leas-Chathaoirleach privately but I would like to do so publicly as well, both on my behalf and on behalf of the Fine Gael Party. I commend the Minister of State on introducing the Bill. It is an important step forward in providing a mechanism for those who lay their lives on the line to keep the rest of us safe. It is important that they do not have to resort...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Election of Temporary Chairman (25 Jun 2019)

James Reilly: I nominate Senator Humphreys.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)

James Reilly: I thank our guests for their presentations. I would like to raise a couple of issues. Dr. McCarthy in addressing the issue raised by Senator Mac Lochlainn went some way towards addressing an issue I want to raise. Obviously, one size does not fit all. A workers co-operative is a very different entity to an agricultural co-operative or a retail co-operative. The point has been made that...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)

James Reilly: It is clearly a disincentive to co-operatives versus the person setting up a business. We want to encourage both, so we should not be favouring one over the other. The Department officials will be before the committee in the next session so we will be asking them about that.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)

James Reilly: I have one comment that I meant to make earlier. I do not mean it to be seen as antagonistic to anybody. Obviously, co-operatives provide economy of scale, but the other point of a co-operative, particularly a workers' co-operative, is to have more worker participation in ownership. There is more than one issue driving this Bill.

Seanad: Judicial Council Bill 2017: Report and Final Stages (20 Jun 2019)

James Reilly: Cuirim fáilte roimh gach duine ó Scoil an Duinnínigh, Sord, atá sa Gailearaí. I welcome the Minister of State. I really wecome the Judicial Council Bill. The amendments the Minister has tabled on Report Stage will make a great difference. They address many of the concerns of businesspeople who are under tremendous pressure as the economy recovers from hikes in...

Seanad: Judicial Council Bill 2017: Report and Final Stages (20 Jun 2019)

James Reilly: I welcome amendment No. 27 because of the need to have consistency in sentencing and to have a monitoring system in place to ensure that consistency and that justice is carried out in an even-handed fashion. I am not suggesting that it is not now, but issues occasionally arise which raise eyebrows and these need to be examined. It is good that there will be a system in place to do so. May...

Seanad: Judicial Council Bill 2017: Report and Final Stages (20 Jun 2019)

James Reilly: Amendment No. 40 is in this group.

Seanad: Judicial Council Bill 2017: Report and Final Stages (20 Jun 2019)

James Reilly: This is an important amendment because it inserts the words "the reasons it is so satisfied shall be stated by the court in its decision". It is critically important that people understand the rationale behind this. It relates to amendment No. 43, which has already been discussed. Insurance Ireland specifically requested that when judges exceed a guideline they be asked to explain why they...

Seanad: Judicial Council Bill 2017: Report and Final Stages (20 Jun 2019)

James Reilly: It has been discussed already.

Seanad: Judicial Council Bill 2017: Report and Final Stages (20 Jun 2019)

James Reilly: I congratulate the Minister of State on the Bill and on all of the hard work he has done quietly and assiduously over the past year and before. He has brought it all together in the end in a way that makes an impact. I reiterate the need for expeditious implementation of the Bill and the meeting of the council and that these matters are taken in hand early on. I welcome the Minister of...

Seanad: Industrial Relations (Amendment) Bill 2018: Second Stage (19 Jun 2019)

James Reilly: I welcome the Minister of State to the House. I also welcome this important Bill and it delivers on a commitment that the Government gave to Garda members. It is worth remembering that there are 16,990 members of the Garda, of which 14,032 are in uniform, 2,480 are civilians and 528 are in the reserve. These men and women protect us every day and put their lives on the line. It was, as...

Seanad: Industrial Relations (Amendment) Bill 2018: Second Stage (19 Jun 2019)

James Reilly: Next Tuesday.

Seanad: An tOrd Gnó - Order of Business (18 Jun 2019)

James Reilly: Like others, I offer my condolences on the passing of the Cathaoirleach's sister, Eileen. I also offer my condolences to Senator Coghlan on the passing of his mother, Peggie. I support what my colleague, Senator Mulherin, has said about climate change and the Government's plan. There is no doubt that there will always be more that can be done, but there is plenty that can be done now....

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (18 Jun 2019)

James Reilly: Not that we are aware of.

Seanad: Farm Safety Agency Bill 2018: Second Stage (29 May 2019)

James Reilly: I intend to share my time with Senator Paddy Burke, taking six and two minutes respectively.

Seanad: Farm Safety Agency Bill 2018: Second Stage (29 May 2019)

James Reilly: I welcome the Minister of State to the House. I welcome Senator Paul Daly's Bill. I believe it is important that it highlights an area that is of considerable concern. There are many reasons for the statistics, which the Senator has read into the record. He noted that in the past ten years, between 2009 and 2018, the number of workplace fatalities in agriculture was 486 or 41% of the...
