Written Answers — Health Services: Health Services (16 Dec 2010)

John Moloney: I propose to take Question Nos. 221 and 222 together. The Health Service Executive (HSE) is working jointly with the Jack and Jill Foundation to identify and prioritise the needs of the children on a case-by-case basis. If a child needs hospital care, the HSE will provide this. However, the HSE is prepared to work closely with Jack & Jill to ensure that no child is hospitalised for want of...

John Moloney: As this is a service matter the question has been referred to the HSE for direct reply.

Written Answers — Services for People with Disabilities: Services for People with Disabilities (15 Dec 2010)

John Moloney: Part 2 of the Disability Act 2005 was commenced on 1 June 2007 in respect of children aged under 5. In October 2008 the Government decided, in the light of financial circumstances, to defer further implementation of the Act. No alternative timescales for full implementation of Part 2 of the Act have been developed to date.

John Moloney: My Department collects disability expenditure information on a twice yearly basis. At the end of 2009, disability expenditure amounted to €1,581.88 million. By the end of 2010, disability expenditure is estimated to be €1,468.94 million. Special consideration has been given to disability and mental health in Budget 2011, through a maximum reduction of just 1.8% or €40 million overall...

Written Answers — Disability Strategy: Disability Strategy (15 Dec 2010)

John Moloney: The National Disability Strategy (NDS) was launched in September 2004 and, since then, having subsequently been endorsed by the Government and Social Partners in Towards 2016, its implementation has been the focus of Government policy on disability. The strategy builds on existing policy and legislation, including the policy of mainstreaming public services for people with disabilities. The...

Written Answers — Disability Strategy: Disability Strategy (15 Dec 2010)

John Moloney: It is the Government's intention to ratify the Convention as quickly as possible, taking into account the need to ensure that all necessary legislative and administrative requirements under the Convention are being met. As the Deputy will be aware, Ireland does not tend to become party to treaties until it is first in a position to comply with the obligations imposed by the treaty in...

Hospital Services (14 Dec 2010)

John Moloney: I am taking this Adjournment debate on behalf of the Minister for Health and Children. Patient safety is central to the delivery of health services. People must have confidence in the care they receive and have the best possible outcomes. The way in which we deliver acute hospital services to our communities and their wider regions is changing. The HSE has made significant progress in...

Care of the Elderly (14 Dec 2010)

John Moloney: I am responding on behalf of my colleague, the Minister of State, Deputy Áine Brady, who cannot be here this evening. I thank Deputy Ó Caoláin for raising the matter. I am sure all Members of the House will join with me in expressing concern at the incidents highlighted in the "Prime Time Investigates" programme last night. The central focus of Government policy for older people who need...

Written Answers — Eating Disorders: Eating Disorders (14 Dec 2010)

Criminal Law (Insanity) Bill 2010 [Seanad]: Order for Report Stage (14 Dec 2010)

John Moloney: I move: "That Report Stage be taken now." Question put and agreed to.

Criminal Law (Insanity) Bill 2010 [Seanad]: Report and Final Stages (14 Dec 2010)

John Moloney: During the previous debate on this amendment, I made the point that it would have certain effects. I would like to reiterate what they would be. First, it would allow the District Court to send people charged with minor offences to centres other than the Central Mental Hospital for examination when an issue of fitness to be tried arises. I recognise that is in line with the spirit of what...

Criminal Law (Insanity) Bill 2010 [Seanad]: Report and Final Stages (14 Dec 2010)

John Moloney: I thank the Deputy because clearly there has been widespread debate on this issue. I fully recognise what the Deputy said on Second Stage and also on Committee Stage. I acknowledge, too, her appreciation of the fact that people are awaiting the enactment of this legislation and I thank her very much for that also.

Criminal Law (Insanity) Bill 2010 [Seanad]: Report and Final Stages (14 Dec 2010)

John Moloney: Again, I fully appreciate the Deputy's concerns, and I do not say that purely for the sake of window dressing regarding where Deputy Kathleen Lynch is coming from. This matter was also raised in the Seanad and, again, Deputy Lynch raised it on Committee Stage. I cannot accept the amendment, however, and I will explain why. Section 13 of the 2006 Act, as amended by this Bill, and the new...

Criminal Law (Insanity) Bill 2010 [Seanad]: Report and Final Stages (14 Dec 2010)

John Moloney: This is possibly my second last time to speak on the issue of mental health. I hope to get an opportunity to speak on the introduction of the mental capacity Bill. It has been a pleasure listening to and debating reform of mental health services with Deputies Lynch and Neville during the past two and a half years. I will give my response to the amendment later. I recall on an early...

Health Services (14 Dec 2010)

John Moloney: I will make every effort to give a considered response and to answer the questions posed by the Deputy. I apologise for the fact that my colleague, Deputy Mary Harney, cannot be here to respond. The HSE has recently been considering how best to reform the way services are provided in Dublin North while reducing costs, maintaining a clear focus on patient safety, allowing people to be treated...

Health Services (14 Dec 2010)

John Moloney: No, because the HSE response is that it is at a very early stage. I will respond to the Deputy with the specific detail as quickly as possible.

Seanad: Mental Health Services (8 Dec 2010)

John Moloney: I acknowledge the Senator's interest in and commitment to this area. I thank him for raising the matter as it provides me with an opportunity to reaffirm the commitments made in A Vision for Change and allowing me to dispel the notions that funding for mental health services has been parked. The capital projects continue. The new psychiatric units in Letterkenny, Clonmel and at St....
