Conor Lenihan: It is.

Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (22 Apr 2004)

Conor Lenihan: ——when he was leader of the Labour Party, Deputy Quinn supported an open-door policy with regard to migration.

Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (22 Apr 2004)

Conor Lenihan: That is a fact. I was here and I heard his statement.

Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (22 Apr 2004)

Conor Lenihan: Not now.

Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (22 Apr 2004)

Conor Lenihan: I welcome the opportunity to speak in this debate. I make no secret of the fact that I was one of the leading advocates behind the scenes in encouraging the Government to hold this referendum in June rather than October. It would have been wrong to twin this referendum proposal with the presidential election in October. It is a pressing and important matter of public concern which should be...

Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (22 Apr 2004)

Conor Lenihan: There is clear evidence that people of non-national status are arriving in the Republic and leaving again as soon as they achieve the right of citizenship currently conferred by the State by dint of birth. That is not right. The evidence, for instance, of non-nationals arriving here from the United Kingdom to seek that right is telling because it suggests that asylum seekers seeking asylum...

Leaders' Questions. (5 Oct 2004)

Conor Lenihan: Very touching.

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I propose to take Questions No. 156 to 158, inclusive, together. The programme for Government commitsthe Government to spending 0.7% of GNP onofficial development aid by 2007. The Government will make every effort to meet that target. Our spending on official development aid has increased dramatically in recent years. In 1997 we spent €158 million on ODA. This year we will spend...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: The Deputy has asked a number of questions, the most pertinent of which is on the 0.7% of GNP target. That remains the target of the Government and was arrived at by Cabinet decision. If he listened to both the Tánaiste and the Taoiseach in recent days and weeks, the Deputy would know that target remains in place. We intend to achieve it in line with the Government decision. Some people seem...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: The commitment remains to be achieved. For the purposes of discussion on the Estimates, my Department will go into discussions with other Departments and will make the case that the target should be achieved within the time frame outlined. The idea of needing to incorporate the commitment within legislation is a double-edged instrument. One of the dangers of doing that is that it would lead...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I thank the Deputy for his gracious comments on my latest appointment. For the Department of Finance benchmarking is an issue. The bulk of benchmarking actually has been delivered at this stage. The remainder has yet to be delivered and some of it is subject to local agreement on improvements in performance and efficiency.

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I am not the Minister of Finance and I will not make pronouncements on his behalf. He may take umbrage at them. The pension provision is also an entirely separate matter for the Department of Finance. There is an issue with holding percentage figures in stone. The effect of that is that if there is a reverse in the economy, the actual amount will decrease.

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I will not answer the question despite the best efforts of the Deputy, as it is not my Department. The right person to direct that question——

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: The Deputy should direct that question——

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I am not suggesting for a minute that it is variable. In my reply to Deputy Allen, I made it absolutely clear that the figure of 0.7% by 2007 is enshrined by a Cabinet decision. It can only be unwound despite——

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: Despite pronouncements by Deputies on both sides of the House on this matter, it would not have been possible for me to renege on such a promise, as I am not a member of the Cabinet. It has not arrived at a position other than the position as stated routinely in the programme for Government and by the Taoiseach and other members of the Government. That is that the figure remains intact and it...
