Dominic Hannigan: Why, then, are they going to meet and co-ordinate an approach? What is that co-ordination going to suggest and what is the European Commission going to do with it? I do not understand how it can just be an advisory role and yet there is going to be a co-ordinated approach across all the bodies which will then be given to the Commission for action, as opposed to advice.
