Terence Flanagan: I accept the spirit of what the Minister of State has said, that there is a way forward, that this is one of the building blocks but that more can be put together by the Minister to deal with the issue and provide clarity on the common travel area. That is what residents in Ireland and the United Kingdom deserve.
