- Joint Oireachtas Committee on European Union Affairs: Review of Foreign Policy and External Relations: Discussion (Resumed) (4 Feb 2014)
Bernard Durkan: I apologise to colleagues and witnesses for leaving the meeting. I had some equally important questions to ask in the Dáil. I have said many times that we in this country do not take ownership of Europe. We are entitled to that, the same as every other European citizen. There is a tendency throughout Europe for each member state - some member states in particular - to use the...
- Joint Oireachtas Committee on European Union Affairs: Review of Foreign Policy and External Relations: Discussion (Resumed) (4 Feb 2014)
Bernard Durkan: I have believed for a long time that the ability of the European Union to defend itself has changed and is changing. That point has been made by Mr. Connelly. Each European Union country must accept some responsibility for its own defence and for the defence of its fellow members and if it does not do that, as time goes by, the European Union will be perceived as being weak. We have only...
- Joint Oireachtas Committee on Foreign Affairs and Trade: Peer Review of Ireland's Development Co-operation Programme: OECD (4 Feb 2014)
Bernard Durkan: I apologise for my late arrival. My first question concerns the extent to which adequate connectivity exists between the various aid agencies in the field. Bernard Durkan: This question relates to the ongoing activity of criminal gangs, the degree to which homicides have occurred as a result of that activity, the extent to which reoffending has been observed as a feature of their activity and the extent to which action can be taken and continues to be taken to address the issue.
- Other Questions: Crime Prevention (5 Feb 2014)
Bernard Durkan: I further inquire whether, for example, it has been noted in the past two to three years the extent to which reoffending has been a feature of serious crime and also the extent to which individuals on bail have reoffended. Has the Garda Síochána made specific recommendations on how the issue might be tackled and whether it might be possible to deal with these issues in the short to...
- Other Questions: Crime Prevention (5 Feb 2014)
Bernard Durkan: I thank the Minister for his comprehensive reply. I ask whether in a case of reoffending, on the appearance of a person before the court who has previously offended and obtained bail, it should be possible to prevent bail being granted subsequently? Otherwise, it defeats the purpose of the exercise.

- Northern Ireland: Statements (Resumed) (5 Feb 2014)
Bernard Durkan: I wish to comment on a number of issues, some of which have been referred to already. It is essential that the economic projects envisaged some years ago as being part and parcel of the benefits accruing from the Good Friday Agreement are redefined and renewed as early as possible. We all know there have been economic difficulties across this island and the adjoining one. Notwithstanding...
