Paschal Donohoe: I propose to take Questions Nos. 186 and 187 together. My Department’s IT systems are provided by the Office of the Government Chief Information Officer (OGCIO) who have advised me that they implement a multi layered defence-in-depth security strategy which is achieved through the effective combination of People, Processes, and Technology to support the implementation of...

Written Answers — Department of Finance: Mortgage Interest Rates (27 Mar 2025)

Paschal Donohoe: In September 2023, Banking and Payments Federation Ireland (BPFI) and the industry announced a package of measures to assist mortgage borrowers who were experiencing repayment difficulty in the light of the increase in the cost of living and increases in interest rates. As part of this initiative, certain lenders agreed initial eligibility criteria to provide certain guidelines to assist...

Written Answers — Department of Finance: Tax Code (27 Mar 2025)

Paschal Donohoe: As the Deputy will be aware, the Programme for Government, Securing Ireland’s Future, includes a commitment to “Consider measures, in conjunction with the Department of Finance, to encourage gym membership and active participation in sport and exercise.” In line with best practice, proposals for the introduction of new tax measures or the amendment of existing tax...

Written Answers — Department of Finance: Legislative Measures (27 Mar 2025)

Paschal Donohoe: I propose to take Questions Nos. 190, 191 and 192 together. The proposed Payment Services Regulation (PSR) and its accompanying Payment Services Directive (PSD3), which together aim to increase harmonisation in the area of European payments regulation, including in the areas of authorisation and fighting payment fraud, are currently still under negotiation in the European Parliament and...

Written Answers — Department of Finance: Departmental Funding (27 Mar 2025)

Paschal Donohoe: The Future Ireland Fund (FIF) and the Infrastructure, Climate and Nature Fund (ICNF) funds were established in 2024 following the passage of the Future Ireland Fund and Infrastructure, Climate and Nature Fund Act through the Oireachtas. The Act was signed into law by the President on 18 June 2024 with most of the Act commenced on 30 July 2024. In September 2024, there were transfers from...

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: You cannot on one hand stand up and make the case for the value of the rules of this House and at the same time attempt to shout them down.

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: You cannot do that. You cannot on one hand talk about the value of the procedures of this House but be involved in heckling those who seek to implement them. You cannot talk about respect for the office of the Ceann Comhairle but at the same time look to abuse her and the way she has performed her functions. Finally, you cannot make the case for the importance of the orderly functioning of...

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: You cannot ride both horses together.

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: I noted what Deputy McDonald said earlier on, and again this is the behaviour. The same people who are only too happy to heckle and disrupt this House are the same people who stand up and make charges against this Government. Earlier on, Deputy McDonald said the Government, or indeed the Ceann Comhairle, was involved in behaviour to tear democracy apart. Really?

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: When you see the behaviour taking place elsewhere in the world that has that affect-----

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: -----how can you talk about the behaviour in the House in a way that is consistent with that? Deputy McDonald alleged the Ceann Comhairle demolished the rules of this House. Really?

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: How can you substantiate that? Perhaps, most chillingly-----

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: -----Deputy McDonald went on to say that the Ceann Comhairle's position is untenable-----

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: -----and the outcome of the vote does not change that. I do not happen to agree with Deputy Murphy too often but in his brief appearance earlier he put the question that there is more to democracy than majority rule and he is, of course, correct. A vital element of all of that is respect for rules, adherence to rules and adherence to them even when you might not agree.

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: That is the bedrock upon which constitutional democracy in our State should function and while there are issues we will debate over time, to stand over here, to contest there is behaviour under way where the Ceann Comhairle has not been impartial-----

Confidence in the Ceann Comhairle: Motion (1 Apr 2025)

Paschal Donohoe: -----does a disservice to the traditions that have served this State well.

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions (3 Apr 2025)

Paschal Donohoe: I apologise for being a few minutes late. I was not aware of the change in the time. I did not mean to keep the Cathaoirleach Gníomhach or colleagues waiting. I am in his hands with regard to this. Important announcements were made last night. I am happy to answer questions in whatever way the Cathaoirleach Gníomhach sees fit or whatever way can be agreed by the Dáil. I...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Trade Relations (3 Apr 2025)

Paschal Donohoe: Before I get into the important specifics the Deputy raised, I will reflect on the announcements relating to the tariffs introduced by the Trump Administration. Free trade has been at the centre of the Irish and European economies for many decades. However, it is clear that the global economic landscape has changed. Tariffs are being imposed in respect of trade into the United States at a...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Trade Relations (3 Apr 2025)

Paschal Donohoe: Based on the papers published and the analysis we have done, the answer, which is subject to a number of assumptions, is that the Deputy is broadly correct. The issue is what happens to the assumptions. The assumptions in the paper in question assume that investment levels will be stable in our economy. The question is whether the assumption relating to the decisions made, their impact on...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Trade Relations (3 Apr 2025)

Paschal Donohoe: I am struck by the value the Deputy places on negotiation and dialogue, particularly as his party made clear it would not go to the Oval Office. The Deputy's party leader and the First Minister of Northern Ireland indicated they would not engage with the United States across the St. Patrick's Day programme.
