I am not sure Deputy Burton was best placed to make that point given she was only here for a couple of minutes and then left and as such did not contribute to the quorum.

Paul Murphy: I do not have any objection to the substance of the amendment. Procedurally, however, it is not best practice to shoehorn this into a completely unrelated Act. Why has it been decided to do it this way as opposed to introducing separate legislation?
