In fact many self-employed will after their businesses closed have checked with their advisers and or with the Citizens Information Boards about benefits and will know they would fail the means test and will not apply at all. Some will immigrate and will not apply.
Most importantly however, anyone failing to qualify for Jobseekers Allowance or Jobseekers Credits will not be allowed to register as unemployed on the Live Register of Unemplyment - this is an extraordianry act of discrimation which has long term implications for these unemployed. As the Citizens Information Social Policy Report ' Hard Times for the Self Employed' ( 2012) ( Page 25) points out:
" Jobseeker’s Allowance as a
Qualifying Payment
Jobseeker’s Allowance (JA) is not only a key income
support provision but also, and very importantly,
a qualifying payment for access to a range of
training, education and work experience options.
Thus, qualifying for even a minimum payment is
significant in that it opens up a range of options for
selfâemployed people. The assessment of means
from casual selfâemployment is, therefore, a crucial
consideration"
