When CIB was requested to produce documentation regarding "the requirements of the Comptroller and Auditor General" at the Joint Oireachtas Committee (JOC) they failed to produce any.
The JOC in its comprehensive report found no evidence of governance issues which would provide a rationale for this restructuring.
As someone who has worked for almost two decades in this area, my view is that this costly restructuring will not work, it will erode the independence of services, this restructuring is about control nothing else.
I would urge Deputy Coveney to consult with CIS's in his own constituency which are currently being restructured and find out how 'seamless' the transition is!
However, I do welcome Deputy Coveney's openness to engagements regarding whether this restructuring is going to work.
