i agree with increasing the application for supervision orders as opposed to seeking care orders in the first instance, but any violation of rights has to be proportionate to the perceived risk and strong evidence is needed as for a care order.
There is also the parents right to appeal
quite often bad intervention into a family becomes a battle between adults and the protection of the child lost
