On the question of something that could change on a national policy level, I know we will not see quick change on the ground but we really have to look at a change at structural level. National oversight is needed. I am a community worker. We always want power at the lowest level and the principle of subsidiarity. However, in this case, it is not working. It is 25 years of something not working. Without national oversight, I cannot see it changing.
