It depends. That is why I said we have a flexibility in the model. For example, in some instances, the Department will purchase and fit-out. In other instances, the local authority may have the building. I said "the local authority" but it could be an ETB or anybody at all that has the building. The Department then steps in merely for the fit-out of the building. There are different opportunities here. We are prepared to work with anybody who is stepping forward with a variety of opportunities on the ground.
