I think we all recognise that, as regards legislation and An Garda Síochána, we are at the end point of the cycle, where an offence has generally occurred, which is where the legislation tends to come into effect. It is about detection of offenders, penalisation and rehabilitation in the best-case example. Going back to the point I made, the prevention of harm and the protection of people are always a better solution. That is a whole-of-society requirement.
