I concur with Mr. Conlon and commend the work that goes on within the OPW and the staff, who do phenomenal work across the board. I talk about culture. Culture comes from the top down through an organisation. That is why I asked that question. It is not to cast a shadow over any other people within the organisation. The buck has to stop somewhere; it stops with the chair of any organisation.
