It is a misdemeanour, but there is still a reaction from the state's point of view. However, it is not a criminal offence. The police are still engaged in seizing the drugs. It is a case of search, seize, wait and seal the drugs, and then send the individual to the dissuasion commission. It is not a crime, however.
