I second that proposal. The Department has created a closed loop that is preventing entrepreneurship and innovation in this space. Ms Kiely talked about a company that was producing chips to put back into the market and the circular economy, but the Department is preventing entrepreneurship in this space. That is what it is doing. In fairness, the Department has sort of shrugged its shoulders and said this is how it is. It is important that we open up this space to allow entrepreneurship to come in. The Department is preventing that. The levy is €286 a tonne, and no independent recycler could afford to lose that per tonne. I would like us to write to the Minister to change the statutory instrument in order to allow this to be opened up.
