There have been quite a number of references to the very successful plastic bottle levy. This thing is very much in contrast to it because if you are using the plastic bottle levy, you pay once. When you go back in with your bottle, you get money back. If you go in with your plastic for farming, you are being charged again in respect of it. It does not make sense that you would be paying again and again. Farmers feel very much aggrieved about this. It is very much like there is a system set up and the opportunity for an alternative system to compete with it is not there. You would have to have the plastics guys involved, and they are already involved in one particular organisation. The opportunity does not seem to be there for another company to come in, compete and provide better value for the farmer. It is almost like the farmer is very much a price taker in the whole thing. You can run a highly efficient organisation or an inefficient organisation, and the farmer will end up having to pick up the tab for it. It is really difficult for farmers to take that. They are very keen to have a highly efficient organisation on their own farms, and they expect it from their suppliers and customers as well.
