222. To ask the Minister for Transport, Tourism and Sport the current situation with regard to the European Commission’s announcement of 24 April 2024 that it was sending Ireland a reasoned opinion (INFR(2023)0223) for not transposing Directive (EU) 2021/1187 on streamlining measures for advancing the realisation of the trans-European transport network; and if he will make a statement on the matter. The main element of Directive (EU) 2021/1187 is the requirement on Member States to designate a body as 'designated authority' in respect of permit-granting procedures for projects of over €300m on the TEN-T core network.

Administrative arrangements in respect of the transposition of the Directive are at an advanced stage and it is anticipated that An Bord Pleanála will be designated as Ireland's 'designated authority' well in advance of the two-month transposition deadline specified by the European Commission.
