Question 134: To ask the Minister for Defence if he has received an annual report for each of the past three years from the chairman of all State bodies under the auspices of his Department; if the pay of chief executives and employees of such bodies is fully in accordance with Government policy; if he will list any such bodies where this requirement under the code of practice for the governance of State bodies has not been met or no report has been received; if he will provide full details of such issues in such reports and if these reports will be laid before the Houses of the Oireachtas; and if he will make a statement on the matter. The agencies associated with the Department are the Civil Defence Board, the Army Pensions Board and the Board of Coiste an Asgard. The Civil Defence Board annual reports for the years 2007 and 2008 have been laid before the Houses of the Oireachtas. The 2009 Report will be laid shortly, after the Comptroller & Auditor General has reviewed the Annual Accounts.

The Chief Executive Officer of the Civil Defence Board is a serving civil servant at principal officer grade. The arrangements that apply to the CEO and the staff of this agency in respect salary, pension and other expenses are the same as for all civil service staff.

The Army Pensions Board and the Board of Coiste an Asgard do not have a Chief Executive Officer.
