Question 67: To ask the Minister for Foreign Affairs if any employee at senior management level of any State body or organisation under the auspices of his Department has received any bonus payment in the past 12 months; if so, the amounts received and the reasons for same; the person who made the decision to grant this payment and the reason for same; if this matter was referred to him or if he was informed of the matter; if so, the views he expressed; the response, if any, from the body concerned; the subsequent decision taken by such body; the rank of the recipient; and if he will make a statement on the matter. There are no State Agencies operating under the auspices of my Department. However, there are four bodies operating under the aegis of my Department - the Development Education Advisory Committee (DEAC); the Government Emigrant Services Advisory Committee; the Irish Aid Expert Advisory Group; and The Board of the Ireland-United States Commission for Educational Exchange (the Fulbright Commission). The Fulbright Commission is financed jointly by the Irish and US Governments but it enjoys autonomy of management and administration, including relating to the remuneration of its staff, in accordance with the Educational Exchange (Ireland and the United States of America) Act, 1991. The remaining bodies are advisory committees, the administrations of which are all serviced by my Department and do not involve the direct employment of any staff.
