First, in response to Senator Mooney, let there be no doubt that the Tánaiste has made the position clear. The Labour Party is only too well aware of the fact that one quarter of households in Ireland will be metered and it will not be signing up to any water charges system that does not take into account fairness, equity and ability to pay. This point should be put on the record.
