I just want to put that on the record that it is hugely important that we move it on. It is also hugely important that it is robust enough to survive and not to be referred by the President, under Article 26 of the Constitution, before anyone has the chance to challenge it because people need certainty. I know Senator Norris is more sanguine than most about being involved in litigation but the reality is that can drag on for years and, in the interim, people can be left in a state of uncertainty and the state of fear in which they are currently in and which others have eloquently described. We need to ensure it is robust and also that it is brought on swiftly.

Senator Conway has proposed a very reasonable timeframe. It should be possible to keep within that timetable. I thank the Minister of State for saying that she hopes to provide the report from the Irish Human Rights and Equality Commission to us later this evening or tomorrow if it can be done.
