On Fianna Fáil's amendment No. 1 to replace the word "necessary" with "reasonable", will the Minister clarify the matter on Report Stage? He said he would consider replacing "necessary" with "reasonable", as is suggested in amendment No. 1, because it relates to control of disease, but regarding amendment No. 6, which deals with protecting animal welfare, the word "reasonable" should be inserted because the section states: "Where a person having possession or control of a farm animal fails to comply with subsection (1) and that person is not the owner of the farm animal, then the owner of the animal shall also have committed an offence under subsection (3)".
