It is an absolute disgrace that legislators in this House, having gone through the legislative system, go out into the streets and advocate what amounts to anarchy by asking people not to pay the charges.

Speakers have asked also about services within local authorities. The Minister spelled this out perfectly well. If the money is not paid, services will suffer in local authorities. There is no question about it. There is no other money available. Let us be honest about it - the money is not there. If it does not come in it cannot be spent on services in local authorities. Those who jump up-----
