I wonder why the word "adverse" will not be in the constitutional amendment. The constitutional amendment refers to findings of fact but in my brief reading of the Supreme Court judgment, it refers to adverse findings of fact. Does that create any difficulties? I am sure the Minister will have the answer and I do not claim to have any specific knowledge on the matter. As far as I can see, we are providing for a different position which might not be as strong as could be required. I acknowledge that many people have studied this issue in greater depth than I.
