I move amendment No. 2:

In page 21, to delete lines 18 to 23 and substitute the following:

"(a) the terms and conditions, excluding those specifying the amount of the charges, in accordance with which a postal service user may avail of the postal services concerned, and".

Our proposal is to delete sections 19(2)(a) and 19(2)(b) and include the amendment as proposed here. Basically, this stems from comments made by the Minister in the Seanad on 24 November to the effect that a price control mechanism was intended. It seems to me that it cannot be the intention to have charges approved by ComReg in advance and to have a price control mechanism, so I am interested to hear the Minister of State's comments in that regard.
