Written Answers — Department of Finance: Housing Policy (14 Dec 2023)

Michael McGrath: As the Deputy is aware, NARPS was created by NAMA to acquire housing units for long term lease to Approved Housing Bodies and Local Authorities. Following a review of NAMA in 2019, as required under Section 227 of the NAMA Act, NAMA was directed to retain NARPS in permanent state ownership. ‘Housing for All’ includes a commitment to agree the process for the transfer of...

Seanad: Finance (No. 2) Bill 2023: Report and Final Stages (12 Dec 2023)

Jennifer Carroll MacNeill: ...cycle runs over several years and it would be unfair to tax income earned in one year and not allow relief for losses incurred in another. A restriction on the amount of loss relief available to NAMA participating institutions was introduced in 2009. It limited the relief such that losses could be used to shelter only 50% of taxable profits in any given year. The cap only affected the...

Planning and Development Bill 2023: Second Stage (30 Nov 2023)

Richard Boyd Barrett: ...it was not profitable for them to build housing and the Government compounded that decision by stopping building public housing for a decade. Even worse, when it has all the land banks briefly in its hands with NAMA, what does it do? Does it build public and affordable housing? Does it move away from the developer-led system? No, it flogs it all back to a new gang of speculators, or,...

Brian Stanley: ...I understand that part of it. We are at their mercy on that point. I will turn to the banking unit within the Department. The Irish Bank Resolution Corporation, IBRC, has been liquidated and NAMA is being wound down. We are nearly at the tail-end of that. The State ownership of the banks has reduced. Is there still a need for the banking unit?

Some of those functions are also shared with affiliates, NAMA, SBCI and HBFI, which each have their own boards as well. In the context of the new funds, we are looking at two quite different approaches in terms of investment strategy, one being a...

Seanad: An tOrd Gnó - Order of Business (8 Nov 2023)

Regina Doherty: ...merits of updating the cap that was introduced in 2013. In fairness, it was introduced at the time to stop developers and builders who had hoards of money from putting it into their pensions as opposed to giving it to the likes of NAMA or any of the institutions that were around at the time, knowing of the difficulties we were suffering with regard to the building industry at that time....

Mr. Seamus McCarthy: These are basically the subsidiaries of NAMA. All of these can be discussed next week when the NAMA representatives are in. Written Answers — Department of Finance: Tax Code (20 Sep 2023)

Michael McGrath: For a number of years following the economic crash, there was a restriction on the use of losses carried forward by NAMA-participating institutions (AIB, Bank of Ireland (BOI), Anglo Irish Bank, Irish Nationwide Building Society and the Educational Building Society (EBS)), such that losses could be used to shelter only 50% of taxable profits in any given year, with any restricted amounts...

Planning and Development (Provision of Public Housing) Bill 2023: First Stage (13 Jul 2023)

Chris Andrews: ...but the speculation is that the cost of units in the Irish Glass Bottle will be €500,000 to €600,000 each. The Government had an opportunity because the National Asset Management Agency, NAMA, owned 20% of the share in the strategic development zone, SDZ. If that had been transferred to Dublin City Council, it could have made the homes truly affordable. However, the...
