Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: I am not saying that. I will repeat what I said for the benefit of Senator Bannon.

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: He has inherited this monster.

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: I am not getting involved in this argument.

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: I do not have to repeat the embarrassing issues such as those with haemophilia who were infected, an issue on which I spoke because it affected my family, and the Monaghan charade. I cannot bear even to think that anyone would turn away a woman who was giving birth. I would try out of a sense of compassion to deliver the baby to help the person and I am not even a midwife.

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: I do and have said that it has grown into a bureaucratic monster. I found it upsetting to listen to the recent debate on breast cancer screening because I know I can have an MRI or colon scan next week because I can pay for them. I know this because I have already had to have two of each because these diseases are in my family. For those who cannot afford to pay to have to wait is unjust and...

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: The Opposition Senators are not being constructive. I would tell them if they were. I am shocked by the four of them.

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: The Senators are letting themselves down. I thought they were four good men and I am disinclined to compliment them now because they are very childish. This is a gigantic—

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: He does not mind.

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: Having started a small business and now managing 60 people, I can say from my experience that management is the most difficult science in the world. It cannot be learned from a book or in Harvard. What is needed is micro-management of the money invested in every section of the health service to ensure a return on investment and value for money. I do not have to tell the Minister this because...

Seanad: Health Services: Motion. (26 Feb 2003)

Mary White: So did we.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: I have no problem with it.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: I am not a technical expert on the Bill. but, having been a public servant for most of my working life, I feel that there has been an amount of tongue in cheek in contributions from the Opposition side of the House. Senator Quinn spoke about trust in the public service and the Government. He and I do business together and we trust each other 100%. I do not understand why there cannot be such...

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: Senator Ross's accent is not particularly Irish and that is why I thought I was in Oxford or Cambridge. It was a joy to listen to Senator O'Meara.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: I disagreed with her but it was a pleasure to listen to her expert knowledge of the period when she worked with the former Minister of State at the Department of Finance, Ms Eithne Fitzgerald.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: I had a visceral reaction to Ms Fitzgerald's Bill, having been a public servant. This country is in safe hands with regard to the quality of its public servants. It is wrong to call them an elite group who want to keep information to themselves. I never met public servants like that on any Government body of which I was a member. There is always information available if people look for it....

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: A controversial subject was raised and one member of the organisation, who never came to the meeting, said she would get information on it from the relevant Department under the Freedom of Information Act. I was repulsed by that. The woman did not go to the meeting but could then be controversial and freeze the discussion going on at the council.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: We could not continue the discussion because there was to be a freedom of information request. I look forward to Senator Brian Hayes's contribution. I will be interested to see how long he detains the House.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: I have worked with public servants since 1962. They are an outstanding group of people of the highest integrity. We are privileged to have such an elite group serving the country. The failure of two or three politicians to hold such standards should not be used as an excuse to enact legislation where concerns about public disclosure will paralyse meetings and decision making. Those in the...

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: Opposition Senators are seeking to cause controversy. They lack Government experience. If they were in government for long enough they would wish to make decisions without worrying about public disclosure.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Mary White: Exactly.
