Many people do not understand this point when it comes to the authority he has and I refer to the devolved authority within the other 16 jurisdictions as to what to prioritise. How is the ranking done in this regard? Who sits on that board with the devolved authority?

It is a new stream of funding and it is a new mechanism of training and qualification. It will be a replacement for Youthreach in many ways because it is dealing with the apprenticeship area.
