Credit Institutions (Stabilisation) Bill 2010: Second Stage (15 Dec 2010)

Martin Mansergh: I thank Deputies for their contributions on Second Stage of this important legislation. The comprehensive restructuring of the business system is a key pillar of the financial support programme with the IMF and EU, approval of which was passed earlier this morning. It is the first important step in putting in place an extensive special resolution regime that will provide for a comprehensive...

Financial Emergency Measures in the Public Interest (No. 2) Bill 2010: Second Stage (9 Dec 2010)

Martin Mansergh: On a point of order, does this have any relevance to the Bill? We seem to be discussing hospitals and health. Have I come into the wrong debate?

Financial Emergency Measures in the Public Interest (No. 2) Bill 2010: Second Stage (9 Dec 2010)

Martin Mansergh: That is correct.

Financial Emergency Measures in the Public Interest (No. 2) Bill 2010: Order for Second Stage (9 Dec 2010)

Martin Mansergh: I move: "That Second Stage be taken now."

Seanad: Budget Statement 2011: Statements (8 Dec 2010)

Martin Mansergh: I thank all Senators for contributing to what has been an interesting and constructive debate. I can only take up a few points in the time available. Senator Twomey asked about the present position of what is called the CCTB, the harmonisation of the corporation tax base as opposed to the base in Europe. The European Commission has indicated it will bring forward a proposal for a directive...

Seanad: Budget Statement 2011: Statements (8 Dec 2010)

Martin Mansergh: The work of Government will be difficult for some time to come.

Seanad: Budget Statement 2011: Statements (8 Dec 2010)

Martin Mansergh: I was never a non-elected Member.

Seanad: Budget Statement 2011: Statements (8 Dec 2010)

Martin Mansergh: As Mark Twain might have said, rumours of this House's demise are much exaggerated. A year ago when I addressed this House on the 2010 budget, I highlighted the background of an unprecedented rate of economic decline experienced since 2008. I went on to say, however, the Government's strategy over the previous 18 months was working and we could see the first signs of a recovery in our main...

Seanad: Budget Statement 2011: Statements (8 Dec 2010)

Martin Mansergh: I will.

Financial Resolution No. 34: General (Resumed) (8 Dec 2010)

Martin Mansergh: I will begin with a comment one would not normally make, but I think the convincing passage of the budget last night was very helpful for confidence wider afield in what we have to do to face our current economic and financial situation. It is encouraging that a marginally larger majority than might have been expected did recognise the realities facing this country and voted accordingly. The...

Written Answers — Garda Stations: Garda Stations (7 Dec 2010)

Martin Mansergh: The Contractor commenced works on site on 3 August 2010. I can confirm that works are progressing well with demolitions, site set and foundation for the main building all completed. The project has progressed and the form of the main building is now evident. It is expected that the project will be completed in the fourth quarter of 2011.

Seanad: EU-IMF Programme for Ireland: Statements (2 Dec 2010)

Martin Mansergh: I thank all the Senators who contributed to this debate. I have sat through many debates over recent days in the other House and once again I pay tribute to the quality of debate in this House. On the whole, the sort of shrill partisanship that is, unfortunately, characteristic of the other House, or some of its deliberations, is absent from this House. That is part of the value of the...

Seanad: EU-IMF Programme for Ireland: Statements (2 Dec 2010)

Martin Mansergh: I would not miss the Senator.

Written Answers — Flood Relief: Flood Relief (2 Dec 2010)

Martin Mansergh: It would be open to Fingal County Council to apply for funding to build a flood defence wall at the location referred to by the Deputy under the Office of Public Works Minor Flood Works scheme. If the Council submits an application that meets the eligibility criteria of the scheme, it will be considered by the OPW having regard to the overall availability of funding for flood risk management.

Seanad: EU-IMF Programme for Ireland: Statements (2 Dec 2010)

Martin Mansergh: As Members will be aware, the key documents which together set out the policy conditions of the financial support being provided to Ireland, and which I shall refer to collectively as the programme, have been made available to the House. I wish to outline briefly the documents involved. There are five documents :the memorandum of understanding on specific economic policy conditionality,...

Seanad: EU-IMF Programme for Ireland: Statements (2 Dec 2010)

Martin Mansergh: I believe that will be the case.

EU-IMF Programme for Ireland and National Recovery Plan 2011-14: Statements (Resumed) (1 Dec 2010)

Martin Mansergh: I, of course, regret that it should be necessary for this country to require EU-IMF assistance, but it has arisen due to circumstances beyond our control at the present time. With regard to the apocalyptic interpretation of these events, they depend, first, on an exaggeration of our sovereignty in the past - from 1922 to 1979 we were part of the sterling area with no control over our own...

EU-IMF Programme for Ireland and National Recovery Plan 2011-14: Statements (Resumed) (1 Dec 2010)

Martin Mansergh: That is totally irrelevant to the point I am making. Mrs. Thatcher was reportedly not very happy with the result. In the present case the Irish authorities were negotiating with senior EU, ECB and IMF officials, subject of course to political direction, arbitration and approval. Principals - Heads of Government, EU Commissioners and Finance Ministers - generally hold themselves in reserve...

EU-IMF Programme for Ireland and National Recovery Plan 2011-14: Statements (Resumed) (1 Dec 2010)

Martin Mansergh: I did not do so.
