Written Answers — Department of Public Expenditure and Reform: National Monuments (5 Feb 2014)

Brian Hayes: Dunbeg Fort at Fahan, Co. Kerry is a National Monument in private ownership and is under the Guardianship of the Commissioners of Public Works under the relevant National Monuments legislation. As a National Monument in State care, its maintenance is therefore the responsibility of the National Monuments Service of the Office of Public Works (OPW). The Fort occupies a very precarious...

Topical Issue Debate: Flood Relief Schemes Funding (4 Feb 2014)

Brian Hayes: I want to be clear about what I and my officials have been engaged in for the past year and a half. As I have stated repeatedly, we have been sitting down with the insurance sector to find an agreement: first, that where we do work, such as major capital schemes up and down the country, the insurance sector would understand that the standard of such work reaches a minimum threshold of a...

Topical Issue Debate: Flood Relief Schemes Funding (4 Feb 2014)

Brian Hayes: I thank the Deputies for raising this important issue, which Deputy Ciarán Lynch previously raised in committee last week. I am aware of the impact of flooding on businesses and households across the country. In regard to the issue of renewing existing flood cover, this is a commercial matter for insurance companies and must be based on a proper assessment of the risks they are...

Topical Issue Debate: Flood Relief Schemes Funding (4 Feb 2014)

Brian Hayes: I thank both Deputies for raising this matter and I welcome the opportunity to address the House on the subject of the flooding in Limerick city. As the House will be aware, I visited Limerick city yesterday to see the situation for myself and to meet with people whose homes had been flooded, and it was heartbreaking to see the devastation that was caused. The Minister, Deputy Noonan, the...

Topical Issue Debate: Flood Relief Schemes Funding (4 Feb 2014)

Brian Hayes: On the question of EU funding, the Government is reviewing this issue. We have over 100 days before an application can be made from when the initial storm damage was done in the first week of January. Limerick can be included in that. As to the potential of funding, no one knows until we see the full scale of the damage. We have an initial amount of €65 million for the western...

Brian Hayes: Expenditure by the Office of Public Works in the period 2002 - 2013 on flood Capital Works schemes, which amounts to approximately €290 million, is shown by county on the attached table. This expenditure covers major Flood Relief Schemes and also the Minor Flood Mitigation Works and Coastal Protection Scheme which commenced in 2009 and under which Local Authorities are funded by the...

Written Answers — Department of Public Expenditure and Reform: Coastal Protection (4 Feb 2014)

Brian Hayes: It is a matter for Kerry County Council in the first instance to investigate and address coastal protection issues generally in the County including remedial works required on foot of damage from the recent storms. The Office of Public Works (OPW) wrote on 10 January, 2014 to City and County Managers in coastal counties indicating it will accept applications under its Minor Flood Mitigation...

Written Answers — Department of Public Expenditure and Reform: Flood Prevention Measures (4 Feb 2014)

Brian Hayes: The investigation and addressing of coastal protection problems are matters for the relevant Local Authority in the first instance. In 2013, Fingal County Council applied for funding from the Office of Public Works (OPW) to engage consultants to progress a flood defence scheme recommended in the report of the Fingal-East Meath Catchment Flood Risk Assessment and Management Study that includes...

Written Answers — Department of Public Expenditure and Reform: Flood Prevention Measures (4 Feb 2014)

Brian Hayes: As stated, in reply to the Parliamentary Question to which the Deputy refers, the flood alleviation project for the St. Flannan's College and Ballybeg areas in Ennis is being progressed by Clare County Council with funding from the Office of Public Works (OPW). Following receipt by Clare County Council of planning permission from An Bord Pleanála for the project, the Council's...

Brian Hayes: A Flood Relief Scheme for the town of Skibbereen is being advanced by Cork County Council in partnership with the Office of Public Works (OPW), which is providing the funding. The development and progression of the scheme is being overseen by a Steering Committee with representatives of the Council, the OPW and RPS, the engineering consultants for the scheme. A Public Exhibition of the...

Written Answers — Department of Public Expenditure and Reform: Flood Prevention Measures (30 Jan 2014)

Brian Hayes: The River Laune is not a designated channel under an OPW arterial drainage scheme and therefore the OPW is not responsible for its maintenance. The channel is in a Drainage District and its maintenance is a matter for Kerry County Council. It is open to the Council to apply for funding to undertake any necessary works on the river under the OPW Minor Flood Mitigation Works & Coastal...

Written Answers — Department of Public Expenditure and Reform: Flood Prevention Measures (30 Jan 2014)

Brian Hayes: The Office of Public Works (OPW) has no statutory responsibility for maintenance of former Land Commission embankments and sluices and it is not the intention that it would take responsibility for them. The OPW has no responsibility for any embankments at Ballymacprior, Killorglin, County Kerry. Following the abolition of the Land Commission, a Public Trustee administers a fund that was...

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2014
Vote 13 - Office of Public Works (Revised)
(29 Jan 2014)

Brian Hayes: I have visited the centre at Tara. Obviously, the site is the responsibility of the OPW. An audio-visual system has been put in place by it in the church on the Hill of Tara. The Deputy makes a fair point in that the site is not open to the public for many months of the year. The coffee shop on the site which is run by a gentleman whom I met some years ago does substantial business.

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2014
Vote 13 - Office of Public Works (Revised)
(29 Jan 2014)

Brian Hayes: The office was involved in discussions with him to see if an arrangement could be arrived at whereby he might take responsibility for opening and closing the church. I can revisit that matter. The Deputy makes a fair point, namely, that the money we invest must be used. We spent a substantial sum of money on restoring the ramparts at Elizabeth Fort in the Chairman's constituency.

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2014
Vote 13 - Office of Public Works (Revised)
(29 Jan 2014)

Brian Hayes: There is a terrific view of Cork city from the fort, but no one was able to access the ramparts in recent years. That was crazy and I, therefore, took the decision in the light of the excellent work it did to hand over the site to Cork City Council in order that it might make a go of it. The OPW no longer has sufficient staff to allow it to operate all of these sites throughout the country....

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2014
