Brian Hayes: The Deputy is correct to assume it was on the basis of Irish Water being established that it was taking over responsibility.

Brian Hayes: The Department has that list. We do not have it. We just got the total amounts. I presume the Department will be able to send that list to the committee.

Brian Hayes: If the Deputy is seeking the information from the Department I presume the way to do that is through the Chairman. Certainly, I would have no difficulty in saying that to the Department.

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2014: Motion (12 Feb 2014)

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2014: Motion (12 Feb 2014)

Brian Hayes: I should also point out that the Department of the Environment, Community and Local Government has one of the largest capital budgets, of €726 million. The turnover on €73 million is 10%. The Deputy is correct in pointing out that it is a large sum of money but the global amount of money the Department spends on capital also has to be borne in mind.

Brian Hayes: The only note we have on the housing side shows that more than 4,000 households were transferred from rent supplement to the rental accommodation scheme and other social housing. That is in its totality.

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2014: Motion (12 Feb 2014)

Brian Hayes: I thank the Chairman and members for the opportunity. The five-year Exchequer capital framework published in November 2011 sets out a programme of Exchequer capital investment of €17 billion between its initiation and 2016. This significant level of investment will address critical infrastructure deficits, aid economic growth and job creation and provide much-needed social...

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2014: Motion (12 Feb 2014)

Brian Hayes: Does the Deputy mean the total surrendered sum?

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2014: Motion (12 Feb 2014)

Brian Hayes: The forecast outturn was €3.3 billion, as I understand, and the variation here is €34 million. I shall just read out my note. Of the moneys unspent but not carried - these mostly represent a number of small underspends across a range of Votes as outlined by the Deputy - some Departments have unspent capital in excess of the 10% limit for carry over. Unlike current...

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2014: Motion (12 Feb 2014)

Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: On the day when a major emergency plan has been declared for Kilkenny city and county and the south west and south of our country have been battered by the storms referred to by Deputy Ferris and others, I find it really quite disturbing that the alleged leader of the Opposition would try to make cheap little political points. It is gutter politics at its worst. On the day when this House...

Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: It is €1 million of €25 million spent on minor schemes and not the total amount.

Seanad: Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: In fairness, local authorities in the west are under severe pressure in dealing with the damage. The good news is that it will act as a stimulus for employment. We need to get the local contractors working on the plan. Most of the work will be done by the private sector, notwithstanding the fact that the OPW and local authority staff are doing really important work. I agree with the point...

Seanad: Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: Senator O'Donovan spoke about Bantry, but I understand that it comes under the CFRAM process. It is complicated by the harbour issue. I wish to be fair to the other towns in Senator O'Donovan's constituency. Last week I was in some of the larger towns in south west Cork. Works will happen this year in Skibbereen and Bandon, and the following year in Clonakilty. Those communities have...

Seanad: Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: I thank my colleagues who spoke in this useful debate and made interesting observations. While we are talking, many of our emergency personnel are out there fighting this and helping people. Everyone owes them a debt of gratitude for the work they are doing. I will deal as best I can with the points made. Senator Thomas Byrne spoke about what happens when an emergency develops. If it is...

Seanad: Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: -----if there was a major rainfall event there is no way in which the city can discharge the water. There must be a hydrometric solution, which is complicated. In July we will have a preferred solution and it will take a year or a year and a half to get detailed designs in place, including consultation and dealing with the question of who owns the land and whether it must be acquired....

Seanad: Recent Flooding: Statements (12 Feb 2014)

Brian Hayes: As with glass, it is far more expensive.
