Written Answers — Department of Health: Health and Social Care Professionals (13 Jan 2016)

Joe Costello: 706. To ask the Minister for Health if he will ensure that the titles physiotherapist and physical therapist are clearly defined; and if he will make a statement on the matter. [1551/16]

Technological Universities Bill 2015: Second Stage (17 Dec 2015)

Joe Costello: That was an excellent contribution from Deputy Boyd Barrett. He was very passionate as usual. I have to agree with him that there should be no student loans and that the corporate sector should make a substantial contribution to our third level institutions because more and more they locate themselves in the vicinity of third level institutions to obtain the best in research and qualified...

Joint Oireachtas Committee on Health and Children: Task Force on Overcrowding in Accident and Emergency Departments: Discussion (17 Dec 2015)

Joe Costello: I just have a couple of quick questions. First, I note the huge discrepancy between the two Dublin hospitals that are mentioned in terms of improvements or disimprovements in their emergency departments. The figure for James Connolly hospital is down by 18.2%, while that for St. Vincent's hospital is up by 46.7%. I wonder what the situation is at the Mater Hospital. Does Mr. O'Brien have...

Written Answers — Department of Finance: Insurance Industry Regulation (16 Dec 2015)

Joe Costello: 66. To ask the Minister for Finance his views on correspondence (details supplied) regarding flood insurance; and if he will make a statement on the matter. [45520/15]

Written Answers — Department of Health: Mental Health Services Provision (15 Dec 2015)

Joe Costello: 360. To ask the Minister for Health the mental health services available for children and young persons, particularly those with special education needs; and if he will make a statement on the matter. [45163/15]

Written Answers — Department of Education and Skills: Schools Mental Health Strategies (15 Dec 2015)

Joe Costello: 533. To ask the Minister for Education and Skills the mental health services available for children and young persons, particularly those with special education needs; and if she will make a statement on the matter. [45165/15]

International Protection Bill 2015: Second Stage (Resumed) (10 Dec 2015)

Joe Costello: I welcome the opportunity to contribute to the debate on this legislation. I also welcome the Minister. This is a serious issue, elements of which have reached crisis proportions right across the globe. It is having a major impact on the entire world at present. It raises serious questions about our own behaviour and activities in the context of how we deal with migrants and how the...

Public Accounts Committee: Business of Committee (10 Dec 2015)

Joe Costello: Chairman, are you raising the draft report on the national paediatric hospital and the Thornton prison, or is this the appropriate chance to do it?

Public Accounts Committee: Business of Committee (10 Dec 2015)

Joe Costello: There are a couple of points which I wish to see raised. The draft report is very good. It highlights the lack of accountability with regard to abandoned projects and impaired projects, and suggests a way forward. Two items should be included in it. One relates to the children's hospital, which is that it was in breach of both the local area plan and the Dublin city development plan. The...

Public Accounts Committee: Business of Committee (10 Dec 2015)

Joe Costello: That is the first point. The second point relates to Mountjoy Prison. Both of those planning applications are literally across the road from each other, the Mater hospital and Mountjoy Prison, and a total of €85 million in taxpayers' money was effectively wasted. However, in the process of the purchase of Thornton Hall there was the sale of Shanganagh Castle, the only open juvenile...

Public Accounts Committee: Business of Committee (10 Dec 2015)

Joe Costello: That is the point I was making. If we set a threshold of €25,000 and an institution like St. Angela's College in Sligo, which we will discuss presently, decides to have its own threshold of €50,000, surely it is possible to introduce some type of financial penalty for such a direct breach of guidelines. That should be coming from the Department.

Public Accounts Committee: Business of Committee (10 Dec 2015)

Joe Costello: What I am saying is that something should kick in automatically if the standard threshold is breached, which, clearly, is happening deliberately. Perhaps the committee could issue an recommendation that a financial penalty should kick in for Departments and Government agencies that are consistently in breach of the established threshold.

Written Answers — Department of Justice and Equality: Pension Provisions (10 Dec 2015)

Joe Costello: 112. To ask the Minister for Justice and Equality if she will offer Garda Síochána pensioners the option of weekly, fortnightly or monthly salary payments; and if she will make a statement on the matter. [44479/15]

Topical Issue Debate: Community Development Projects (9 Dec 2015)

Joe Costello: I apologise for being late, which was the result of a misunderstanding. I am pleased to have the opportunity to discuss the important and exciting innovation that is the men's sheds movement, which provides a way of engaging with men within their communities. It is an idea that came from Australia and has spread like wildfire through many parts of this country, with well in excess of 200...

Topical Issue Debate: Community Development Projects (9 Dec 2015)

Joe Costello: I thank the Minister of State for her informative reply. I am pleased to hear there is a national body co-ordinating body for men's sheds projects which is funded under the scheme to support national organisations in the community and voluntary sector. However, I wonder how effective it has been in responding to new organisations that are seeking to establish themselves. It certainly seems...

Written Answers — Department of Public Expenditure and Reform: Flood Prevention Measures (9 Dec 2015)

Joe Costello: 69. To ask the Minister for Public Expenditure and Reform if he will ensure that the Office of Public Works dredges the Tolka River from the Luke Kelly Bridge to the sea to protect against future floods in Clonliffe, Ballybough, North Strand and East Wall in Dublin; and if he will make a statement on the matter. [44290/15]

Written Answers — Department of Jobs, Enterprise and Innovation: Import Costs (9 Dec 2015)

Joe Costello: 75. To ask the Minister for Jobs, Enterprise and Innovation the quantity of goods that was imported into Ireland from Western Sahara in each of the past five years; why is Ireland importing goods from Western Sahara considering its occupation by Morocco is contrary to international law and considering the indigenous population does not benefit from this trade; and if he will make a statement...

Public Accounts Committee: Business of Committee (3 Dec 2015)

Joe Costello: Could we ask for an update from the city manager on the resolution of the Longboat Quay issue?

Public Accounts Committee: Business of Committee (3 Dec 2015)

Joe Costello: Sorry, that is correct. The Dublin Docklands Development Authority, DDDA, would be the responsible body. Will this have implications for the legislation on the transfer of liabilities from the DDDA to Dublin City Council when it is dissolved, which is before the Dáil and due to be completed this evening?
