Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (23 May 2023)

Pauline O'Reilly: Yes. We are all genuinely indebted to Mr. Geary and everyone who brings a case in this way. Much of the progress that has happened has occurred through people bringing this kind of action. Mr. Geary is quite right in saying he should not have to do so, but because he has done it, other people now have more access and more progress will come as a consequence. I echo what my colleagues...

Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (23 May 2023)

Pauline O'Reilly: I agree with that point. I have tried to get ISL interpreters myself for events and it has been incredibly difficult. There is a desire to do that, though, because we need to make things as accessible as possible. Mr. Geary's suggestion, therefore, could be a recommendation of this committee.

Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (23 May 2023)

Pauline O'Reilly: Okay.

Joint Oireachtas Committee on Education and Skills: Education Needs of Visually Impaired Students: Discussion (23 May 2023)

Pauline O'Reilly: I thank Ms O'Dwyer, but we have quite a few-----

Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (23 May 2023)

Pauline O'Reilly: Exactly. We are not here to discuss that today. Thank you very much for your contribution. I would say to those watching that we have ISL interpreters who are providing simultaneous interpretation of the meeting from the broadcasting unit. I call Deputy Clarke.

Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (23 May 2023)

Pauline O'Reilly: I thank Mr. Geary. We really appreciate his coming in and sharing his first-hand experiences. It has been invaluable.

Joint Oireachtas Committee on Climate Action: Renewable Energy and Port Capacity: Discussion (16 May 2023)

Pauline O'Reilly: It is disappointing that representatives from Rossaveel could not be here today. I know they were also contacted by the committee and could not make it. It is quite clear from many conversations I have had that the important thing is long-term planning. As has been said, it will be some time before planning is through and yet we need the port infrastructure to be in place and ready, and...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: I thank the Chair very much for facilitating me. I thank all the witnesses very much for their opening statements. It is fair to say that everybody is on board with this approach. That is true across the board from the academics to whom I have spoken as well, even though there are some concerns with some of the drafting. At this point now it is about building confidence that it will work....

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: I think everybody probably has some insights. I do not want to take everybody's time so if a couple of people want to jump in they may do so.

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: Clarification might assist in the context of the question of fundamental research. Fundamental research has to be in there. I am sorry, Chair.

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: I thank the witnesses and we are honoured to have them because they have such a deep knowledge of research. It is important that it is not only the organisations that are coming before us, but that the people who have been working in the area for a long time are also coming before us. With legislation, there is a temptation to put everything in and therefore all kinds of suggestions come to...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: I will have to run now but I will be back.

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: I have been jumping in and out because, unfortunately, I have another committee meeting at this time. A fascinating conversation is happening. The underlying concern people have around research, which I would share, is that it is the type of research which would make money is the type of research which is funded. It makes money for somebody and not necessarily a researcher. I will also...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: When I was a councillor before I became a Senator, I was quite keen to develop those links between Galway City Council and the University of Galway because there are often times when there is a need for research to inform policy. You can posit a problem and say we have the best researchers in the world at our fingertips so why can we not develop those kinds of relationships. Again, I was on...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: That was very good to hear in response to our colleague, Deputy O'Callaghan, where we would envisage that the council would have a function in recommending compensation and packages for PhD students and other researchers. That is very important because it has been lacking for some time. I will make a final point around the issue of definitions because definitions are very much part of...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (Resumed) (16 May 2023)

Pauline O'Reilly: Exactly. We need to get away from maybe splitting it but we also need to make sure the legislation does enable both to happen, whatever it may be called. There is a confidence around the board structure. Is there language we could put in that might not tie us necessarily to who exactly should be put in but might talk about competency and diversity of views on the board? Is there also...

Seanad: Address to Seanad Éireann by Ms Mairead McGuinness, European Commissioner (9 May 2023)

Pauline O'Reilly: I welcome the Commissioner to the House. We are delighted to have her here today. We do not often get to discuss European affairs and, therefore, this is a really important day for us. I was also delighted she spent so much of her time discussing climate, biodiversity and the emergency and how we are looking back over the past few decades and saying we got it wrong. Europe and Ireland got...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (9 May 2023)

Pauline O'Reilly: I thank the witnesses for their contributions, as well as their statements, which I read with interest. Many of the concerns are well-founded. Pre-legislative scrutiny is a great opportunity to have our recommendations put before the Minister and for the Department to come back to tell us how it is addressing them. Reference was made to governance. It is absolutely worthwhile having...

Joint Oireachtas Committee on Education and Skills: General Scheme of the Research and Innovation Bill 2023: Discussion (9 May 2023)

Pauline O'Reilly: The research has caught up. We need to make sure it continues to be funded in the way it has been.
